Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for packing, transporting, storing, and unpacking library materials and equipment.

• Pack, label, and protect all library contents using appropriate methods and materials to prevent damage.

• Provide labor, equipment, and facility footprint to pack, transport, and store approximately 27,000 library items (230 cubic meters) simultaneously.

• Maintain itemized inventory or packing lists for tracking and retrieval.

• Provide secure storage protecting materials from loss, damage, dust, moisture, pests, and unauthorized access.

• Unpack and place items in designated library spaces or staging areas.

• Furnish all necessary labor, tools, dollies, carts, packing supplies, and equipment.

• Utilize fully enclosed commercial moving vehicles for transport; open-bed transport is prohibited.

• Return materials in an organized condition, ready for shelving or use.

• Packing and removal to be concluded no later than August 15, 2026.

• Return and unpacking of items to be concluded by September 25, 2026.

• Must handle approximately 27,000 library items and assorted materials.

• Secure storage environment required.

• Fully enclosed commercial moving vehicles are mandatory for transit.

Statement of Work (SOW)

To relocate a base library collection, including approximately 27,000 library items and assorted administrative office items (estimated total volume: 230 cubic meters), to an off-site storage facility, and subsequently return and unpack them.

• Packing and Preparation: Supply packing materials, pack items sequentially based on the library's system, label boxes with tracking numbers and catalog ranges, and individually wrap fragile items.

• Transportation: Utilize fully enclosed commercial moving trucks/vans for transport. Load and unload materials using provided carts, dollies, and labor.

• Interim Storage: Store assets in an indoor, climate-controlled facility with stable temperature and humidity. Segregate Government property from other stored materials. Maintain Integrated Pest Management (IPM) protocols and commercial facility security.

• Return and Unpacking: Unbox and reshelve all items in their exact original sequential catalog order onto newly installed shelving. Remove all packing debris daily.

• All contents must be handled to prevent damage and maintain accountability.

• Technical proposals will be evaluated on an acceptable/unacceptable basis, requiring demonstration of understanding and a workable plan for all tasks.

• Government property remains under contractor's temporary custody.

• Start of Phase 1 (Packing): Week of August 10, 2026

• Completion of Phase 1 (Facility Empty): No later than August 15, 2026

• Interim Storage Period: August 15, 2026 – Mid-September 2026

• Completion of Phase 3 (Unpacking/Reshelving): No later than September 25, 2026

• Access: Library facility access provided during standard base operating hours.

• Exclusions: Packing, transportation, and storage of existing library furniture are excluded.

• Government Furnished Property (GFP) and Access: Government will provide access to the library facility. Contractor is responsible for coordinating base access passes.

• Inspections: Move-Out Inspection (by Aug 15, 2026), Optional Storage Inspection, and Final Acceptance (by Sep 25, 2026) will be conducted by the COR and Base Library Manager.
