Submission & Evaluation

Submissions should consist of two volumes: Volume I (Technical Factor, max 10 pages excluding cover/TOC) and Volume II (Price Factor). The evaluation will follow a Lowest Price Technically Acceptable (LPTA) approach. Award will be made to the responsible offeror submitting the lowest-priced, technically acceptable proposal. Offerors must be registered in the System for Award Management (SAM).
