This solicitation is for a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract for collection maintenance, preservation, and inventory services for the Library of Congress. The services aim to support the Library's goals of assuring long-term, sustainable preservation and access to its collections.

• Collection Maintenance: Reshelving, shifting, and shelving of library materials.

• Preservation: Binding preparation and packing of serials.

• Inventory: Tracking, inventory control, and security of the collection using the Library Collections Access Platform (LCAP).

• Digitization Support: Retrieval, collation, and inventory of materials for digitization projects.

• Language Proficiency: Reading knowledge of multiple foreign languages is required for certain tasks.

• Performance Standards: Accuracy rates of less than 1% critical error and 5% significant error are required.

• Contract Type: Firm-Fixed Price (FFP) Task Orders under an IDIQ contract.

• Period of Performance: The overall contract period is from August 1, 2026, to July 31, 2031.

• Estimated Value: IDIQ Minimum: $50,000.00; IDIQ Maximum: $5,000,000.00.

• Proposal Submission: Due by April 20, 2026, 12:00 PM EST. Submit electronically to bcurl@loc.gov. Proposals must be in two volumes: Technical Proposal (35-page limit) and Price Proposal.

• Evaluation Criteria: Best Value Trade-Off (BVTO) competition. Evaluation factors include Technical Approach/Draft Project Management Plan, Corporate Experience, Management/Staffing/Key Personnel, Past Performance, and Price.

• Key Deadlines: Questions due April 10, 2026; Site Visit on April 7, 2026.

This acquisition is being conducted as an unrestricted competition.

• Offerors must be registered in the System for Award Management (SAM).
• Key Personnel include a Project Manager (PM).
• The Library will provide Government Furnished Property (GFP) including computer equipment, book trucks, and supplies.

• CUSTOM RECASE: Books or Serials requiring recasing with extra care, often for hardcover items.
• UNLETTERED: Economy binding of books with call number only, no author/title lettering.
• PAMPHLETS: Items with one folded section or signature, sewn-through-the-fold. Covering color specified on binding ticket or selected by Contractor.
• PRINT AND BIND: Digital files requiring print or print and bind services. Paper stock and color selected by the Library. May include preservation photocopying/scanning with electronic file or hard copy delivery options.
