Scope of Work

The contractor shall provide qualified personnel to execute a complete program of library, museum, and archives tasks. Key functional requirements include:

  • Metadata creation and maintenance in compliance with national standards.
  • Research and reference activities in response to NOAA staff requests.
  • Full operation of interlibrary loan (ILL) and document delivery services.
  • Bibliometric and portfolio analysis of NOAA publications and programs.
  • Scientific writing, copy editing, and Section 508 mediation.
  • Library outreach including facilitation of seminars, workshops, and trainings; creation and promotion of outreach materials; and promotion of special installations like NOAA’s Science on a Sphere.
  • Maintenance and upkeep of library collections including accession/deaccession, selection of new titles, processing gifts, electronic subscription maintenance, digitization, and physical collection maintenance.
  • Archival tasks including receipt, cataloging, evaluation, consolidation, disposition, and metadata development for major scientific Earth science archives.
  • Full operation of the NOAA Institutional Repository and related services.
  • Preservation, identification, cataloging, documentation, and management of NOAA’s Heritage asset collections.
  • Execution of library, museum, and archives systems tasks including testing, feedback, API utilization, workflow documentation, and metrics collection.
  • Project and personnel leadership serving as the primary point of contact for the Government.

Services will primarily be performed at NOAA locations in Silver Spring, MD; College Park, MD; and Asheville, NC, with potential for other permanent or temporary locations as defined by task orders.
