Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for establishing an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the purchase of Internet/Cyber Security Data Subscriptions, specifically focusing on License Plate Reader (LPR) data and tools. The goal is to support the Federal Bureau of Investigation (FBI) Directorate of Intelligence in their Open Source Intelligence (OSINT) and Social Media searches to identify investigative threats and meet user needs.

• The contract will be for non-personal services, with the government not exercising supervision or control over contractor employees.

• Contractors must provide LPR data and/or software, ensuring information is lawfully obtained and not under legal contestation.

  • Onsite and online training must be provided for FBI personnel.
  • Training material must be accessible via contractor interface and/or YouTube videos.

• Helpdesk:

  • 24/7 availability for access issues or system problems, with response within 10 minutes.

• User Account Management:

  • Provision of account and username management tools for FBI users.
  • Support for Public Source Program Coordinators (PSPCs) and Local User Administrators.

• 508 Compliance: System must be 508 Compliant or working towards it.

• Non-Release of Information: Contractors must not divulge, publish, or disclose information acquired during performance without prior written consent.
