Purpose & Scope
The primary objective is to conduct a non-destructive aerial site survey using a small Unmanned Aircraft System (sUAS) within a 1200-foot radius of the KGYX radar tower. The goal is to acquire high-density aerial LiDAR data and imagery to generate a geospatial model of vegetation canopy height. This data will inform NOAA's decision on the most cost-effective long-term solution for radar beam blockage.
Key deliverables for CLIN 0001 (Mandatory):
- High-density aerial LiDAR data (minimum 8 points per square meter, ≤10 cm RMSE vertical accuracy).
- Geospatial model of vegetation canopy height.
- Classification of vegetation into Stakeholder Zones (Zone A: State/Lessor-controlled, Zone B: Private/Other) and Threat Tiers (Critical, Conditional, Growth Buffer).
- Deliverables include a classified point cloud, vegetation obstruction map, Digital Surface Model (DSM), Canopy Height Model (CHM), survey report, and a vegetation obstruction table.
- The contractor must hold an active FAA Part 107 Remote Pilot Certificate and coordinate flights with NWS due to RF hazards.
CLIN 0002 (Optional):
- A Licensed Professional Forester will conduct a non-destructive, ground-based assessment of identified Tier 1 and Tier 2 obstruction trees in Zone A only.
- This includes updating the vegetation obstruction table with tree species, DBH, health, timber value, and conducting NEPA Categorical Exclusion Screening.
- Bidders are not required to quote both CLINs; CLIN 0002 is explicitly optional.
