Performance Work Statement (PWS)

The National Weather Service (NWS) requires a high-precision "Tree Inventory" to determine the most cost-effective long-term solution for mitigating radar beam blockage caused by surrounding vegetation at the KGYX Weather Radar Facility in Gray, Maine. The goal is to generate a "Decision Matrix Dataset" to help the Government decide between removing vegetation and/or raising the radar tower.

• Conduct a non-destructive aerial site survey using a small Unmanned Aircraft System (sUAS) within a 1200-foot radius of the radar tower.

• Acquire high-density aerial LiDAR data and imagery to generate a geospatial model of vegetation canopy height.

• Map vegetation against current and potential future tower heights.

• Attribute inventoried trees to "Stakeholder Zones" (Government Controlled vs. Private/Other) based on land ownership.

• Classify vegetation into three "Threat Tiers" (Red, Orange, Yellow) based on its elevation relative to Mean Sea Level (MSL) and the radar tower's critical plane.

• Deliverables include a classified point cloud, vegetation obstruction map, Digital Surface Model (DSM), Canopy Height Model (CHM), survey report, and a vegetation obstruction table.

• LiDAR data must have a minimum point density of 8 points per square meter.

• Vertical accuracy must have a Root Mean Square Error (RMSE) of ≤10 cm.

• All data must be referenced to the NAVD 88 vertical datum.

• Vegetation with a calculated Tip Elevation (Ztip​) ≥ 448.0 Feet MSL must be inventoried.

• Specific elevation thresholds define Threat Tiers: Tier 1 (≥ 508.0 ft MSL), Tier 2 (458.2 ft to < 508.0 ft MSL), Tier 3 (448.0 ft to < 458.2 ft MSL).

• Data acquisition and final deliverables within 90 Days of contract award.

• Place of Performance: KGYX WSR-88D Weather Radar Facility, Gray, ME, and surrounding 1200-foot radius. Post-processing may be done off-site.

• Contractor must hold an active FAA Part 107 Remote Pilot Certificate.

• Flights must comply with FAA regulations.

• Coordination with NWS Electronics Technician is required for RF hazard mitigation during flight operations.

• Contractor is responsible for all travel and logistical costs.

• If exercised, requires a Licensed Professional Forester to conduct a boots-on-the-ground assessment of Tier 1 and Tier 2 obstruction zones.

• Includes targeted timber valuation, species identification, DBH measurement, health assessment, and NEPA Categorical Exclusion screening (Endangered Species, Wetlands).

• Deliverables include a Harvest Feasibility & NEPA Report, updated Vegetation Obstruction Table, Forester GIS Package, and a Comprehensive Mitigation GIS Package & Final Report.

• Optional Objective Period of Performance: 30 Days if exercised.

Solicitation / RFP / RFQ

This document provides instructions for submitting quotes for commercial products and services. It tailors the standard RFO 52.212-1 provision, referring to "vendors" instead of "offerors" and "quotes" instead of "offers" or "bids." The government intends to award a Firm-Fixed Price contract.

Vendors must submit quotes in three volumes:

• Volume I: Technical Proposal: Detail how all deliverables in Sections 5 and 10.3 of the PWS will be accomplished. Include any relevant certifications, specifically an FAA Part 107 Remote Pilot Certificate.

• Volume II: Past Performance: Provide up to three examples of similar size and scope to the PWS, including company name, POC, email, phone, contract number, location, type of work, and completion date. Preference is given to federal government past performance.

• Volume III: Price: Submit a completed SF1449 (pages 1-2, blocks 17a, 30a, 30b, 30c), acknowledge amendments, and provide firm-fixed price lump sum pricing per line item. Include any discount percentages.

• Contract Type: Firm-Fixed Price.

• Price Firmness: Prices in the quote must be held firm for 120 calendar days from the quote receipt date.

• Submission Deadline: April 17, 2026, at 11:00 AM CDT.

• Evaluation Criteria: The award will be made to the responsible vendor whose quote is most advantageous, considering price and other factors. Evaluation factors other than cost or price are significantly more important than cost or price. The government expects to select the best technical proposal, followed by successful government-related past performance, and then price. A tradeoff evaluation may be performed.

• Confidence Ratings: High, Some, or Low confidence ratings will be used for technical proposals and past performance.

• Award Without Discussions: The government intends to award without discussions, but may conduct them if necessary.

• NAICS Code: Appears in Block 10 on SF1449.

• Responsibility: Vendor records in SAM and FAPIIS will be reviewed for integrity and business ethics.

• Vendors are encouraged to confirm receipt of their quotes prior to the due date.

• Quotes received after the deadline may be ineligible.
