This document is a Market Research Questionnaire for the "Life Connections Program" at the Federal Correctional Institution (FCI) Fort Dix, Joint Base MDL, New Jersey. • Service Location: Certification to provide services in New Jersey.
• Contracting Role: Whether the company can act as Prime Contractor or Subcontractor.
• Subcontracting Level: For small businesses, the percentage of subcontracting for services.
• FAR Compliance: Compliance with FAR 52.219-14.
• Employee Availability: Ability to provide qualified employees.

This questionnaire is crucial for potential bidders to understand the scope of the requirement, the government's intent, and to provide feedback on their company's capabilities and interest. Responses will help the BOP determine the acquisition strategy. The deadline for submission is February 20, 2026, at 3:00 pm EST. Future solicitations will be distributed solely through www.sam.gov.

Statement of Work (SOW)

To procure services for a Life Connection Program Spiritual Guide and Facilitator at the Federal Correctional Institution (FCI) Fort Dix, New Jersey.

• One (1) Program Facilitator providing up to 25 hours per week.

• Four (4) Spiritual Guides, each providing up to 20 hours per week.

• Services include organizing and overseeing interactive sessions related to the Residential Life Connection Program's core curriculum.

• Sessions are defined as one (1) hour.

• Normal work schedule is Monday through Friday for the Facilitator, and Monday through Thursday for the Guides, excluding Federal Holidays.

• The contractor will provide a monthly billing statement detailing days of visit, number of sessions, and total dollar amount.

• Place of Performance: FCI Fort Dix, 5756 Hartford & Pointville Rd., Joint Base MDL, NJ 08640-5433, within the Religious Services Department.

• Staffing: Requires one Program Facilitator and four Spiritual Guides.

• Education & Experience: Contractor must be a member of a recognized faith-based community with a letter of reference. A minimum of a Bachelor of Arts degree from an accredited college or university with a major in religious studies, education, or related studies is required. Experience in a correctional setting is preferred but not required.

• Contractor Orientation: Must attend the Institution Familiarization Orientation program prior to assuming duties. Time spent in orientation will be reimbursed at the contract rate.

• Supplies: Supplies will be provided by the Federal Correctional Institution, Fort Dix.

• Adult in Custody (AIC) Management: Requires frequent and unsupervised contact with AICs. The contractor is responsible for ensuring AICs abide by rules for their safety and well-being, but not for their general management. The contractor must be aware of security protocols and maintain professional relationships. Any violations of institution rules must be reported immediately.

• Institution Security: Must agree to all institution regulations for safety, custody, and conduct of AICs. Required to sign in/out and wear an issued badge for identification.
