Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a general/interfaith or Values and Responsibility Spiritual Guide as an integral part of the Federal Correctional Institution (FCI) Milan's Life Connections Program (LCP). The goal is to provide adults in custody with guidance to successfully complete the program and pursue religious beliefs and practices, ultimately aiming to reduce recidivism and enhance prison management.

• Provide instruction and leadership for adults in custody from various faith traditions and those with no faith tradition.

• Lead daily classes based on the core LCP curriculum, covering topics such as spirituality, religious tolerance, managing emotions, conflict resolution, family connections, integrity, and leadership.

• Encourage participation in all aspects of the LCP, including journaling, discussions, community service, and victim impact discussions.

• Facilitate spiritual growth, personal transformation, and community reintegration.

• Assist in developing the program and analyzing class effectiveness.

• Place of Performance: Federal Correctional Institution, 4004 East Arkona Rd., Milan, Michigan 48160.

• Schedule: Normally Monday through Thursday, 10:00 AM – 4:00 PM, excluding Federal holidays. Approximately twenty-four (24) one-hour sessions per week. Occasional evening hours may be required. A mutually agreed-upon schedule will be developed post-award.

• The overall result of instruction should be a reduction in recidivism and disciplinary programs.

• The contractor will be monitored by the Life Connections Chaplain.

• Minimum Education: Master's Degree or enrollment in a Master's program from an accredited college/university in Divinity, Education, Psychology, Sociology, Social Work, or a similarly related field.

• Quoters must submit a specific form, one letter of endorsement from a religious organization, two personal reference letters, identify the individual performing services, and provide proof of qualifications, a resume, and documentation of education, training, and experience.

• Supplies and Equipment: All necessary supplies and equipment will be provided by FCI Milan. The contractor must wear professional clothing in accordance with the institution's dress policy.

• Security: Contractor employees must adhere to all institution regulations, attend orientation, and may be removed from the institution at the discretion of the Warden or CEO.

• Delays: Provisions are made for delays due to correctional setting issues, with specific payment terms outlined.
