Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing non-personal services to support the 82nd Annual D-Day Commemoration Ceremony in Normandy, France. The primary goal is to provide comprehensive support services for the Sainte-Mère-Église Living Support Area (LSA), Drop Zone, and Cherbourg Airfield.

The contractor shall be responsible for site preparation, set-up, operation, maintenance, and tear-down of LSAs. Key services include:

• Turf Protection

• Artificial Roadways and Walkways

• Tent setup and maintenance (sleeping, medical, media, food service, DV/VIP)

• Catering services (breakfast and dinner) with specified headcounts.

• Ablution support (portable chemical latrines, hand washing stations, portable shower and sink facilities).

• Power distribution and generation, including security lighting.

• Material Handling Equipment (MHE) such as forklifts, cranes, trucks, and ATVs.

• Furnishing of leased items for LSAs.

• Waste management and trash container services.

• Ground remediation to return sites to their original condition.

• Services must meet specified performance standards and acceptable quality levels as defined in the PWS.

• A Quality Control Plan (QCP) must be developed and maintained.

• Performance will be evaluated under a Quality Assurance Surveillance Plan (QASP).

• Sainte-Mère-Église LSA & Food Service: May 30, 2026 - June 9, 2026

• Drop Zone: June 6, 2026 - June 8, 2026

• Cherbourg Airfield: June 6, 2026 - June 8, 2026

• Contractor support hours are 0500 to 2000, 7 days a week.

• Adherence to all applicable U.S., French, and local laws, regulations, and standards.

• Compliance with Anti-Terrorism/Force Protection (AT/FP) requirements.

• Provision of key personnel including a Project Manager (PM) and Safety Manager.

• Contractor employees must maintain identification badges.

• Specific training requirements, including Anti-Terrorism (AT) Level I training.

• Environmental compliance and waste disposal procedures.

• Safety and Accident Prevention Plan, including adherence to French safety laws and EM 385-1-1.

• Security requirements, including installation access and OPSEC.
