LIFE SUPPORT SERVICES IN SUPPORT OF KMEP 26.1 AT CAMP WARRIOR, SOUTH KOREA

This solicitation (W90VN926QA029) is for Basic Life Support (BLS) Services in support of KMEP 26.1 at Camp Warrior, Rodriguez Live Fire Complex, and AHA Susan Ri, South Korea. The government intends to award a Firm Fixed Price (FFP) purchase order.

The core requirements include:

• Eight (8) Washers and Eight (8) Dryers: Industrial units (10kg-14kg washers, 9kg-16kg dryers) with delivery, installation, electrical hookup to generators, maintenance, and removal. Must provide stable 220V power.
• Eight (8) Generators: With spill kits/fuel berms, capable of powering all sixteen laundry units.
• Flood Light & Generator Rental: Four (4) units of flood light towers with dedicated generators, including fuel, delivery, installation, maintenance, and removal.
• Flood Light & Generator Rental: Two (2) units of flood light towers with dedicated generators, including fuel, delivery, installation, maintenance, and removal.
• Flood Light & Generator Rental: Two (2) units of flood light towers with dedicated generators, including fuel, delivery, installation, maintenance, and removal.
• 20-Foot Freezer Container Unit with Generator: Delivery, installation, commissioning, securing, and ensuring operational status. Government personnel will not operate generators.
• War Hazard Estimated Cost: Zero (0).

All services are inclusive of fuel, delivery, installation, maintenance, materials, and removal.

• Period of Performance: 16 March 2026 to 07 April 2026 for all CLINs.

• Pricing Arrangement: Firm Fixed Price for all CLINs.

• Location: Camp Warrior, South Korea (MGRS Grid: 52S CG 01415 99163), Rodriguez Live Fire Complex, South Korea (Grid: 52S CH 43719 10266), and AHA Susan Ri, South Korea (Grid: 52S EE 43745 69532).

• Offer Due Date: 11 March 2026 at 1300 Korea Standard Time (KST).

• Currency Format: Round all unit prices to the nearest whole Korean Won (KRW).

• Award: To the responsible Offeror whose quotation represents the best value, considering price and other factors.

• Offerors must have or obtain requisite business licenses from the ROK Government and comply with ROK laws.

• Questions must be submitted via email and will be answered through a formal written addendum.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Basic Life Support (BLS) services for the 12th Marine Littoral Regiment (MLR) and 12th Littoral Combat Team (LCT) during exercise KMEP 26.1.

• Washers & Dryers with Generators: Provide 8 washers (10kg-14kg) and 8 dryers (electric power: 220V, 9kg-16kg), along with generators sufficient to power all equipment. This includes fuel for 12-hour operation, delivery, installation, pick-up, and maintenance. Fire extinguishers are also required.

• 20' Freezer Container Unit with Generator: Provide a 20-foot equivalent freezer container unit with a dedicated generator. The unit must maintain a temperature between -23°C and -18°C. The contractor is responsible for delivery, installation, commissioning, and ensuring continuous power. Fuel for 24-hour operation, delivery, installation, pick-up, and maintenance are included.

• Floodlights with Generators: Provide floodlights with generators. This includes fuel for 12-hour operation, delivery, installation, pick-up, and maintenance. Two 10lb fire extinguishers are required for safety.

• Period: 16 March 2026 to 7 April 2026.

• Locations: Camp Warrior, South Korea; Rodriguez Live Fire Complex, South Korea; and AHA Susan Ri, South Korea. Specific grid coordinates are provided.

• Contractor Responsibilities: Provide all qualified personnel, supervision, transportation, maintenance, operating costs, equipment, tools, materials, and any other necessary services. The contractor must provide a single Point of Contact (POC) available 24/7 and be capable of responding within 24 hours of notification.

• Safety & Security: The contractor is responsible for ensuring all safety driving requirements and force protection measures are adhered to.

• Liability: The U.S. Government accepts no liability for the contractor's actions or those of their employees.

• Site Access: Contractors must coordinate with local military bases for access requirements and may need to attend a security briefing.

• Emergency Response: Provide a POC available 24-hours for emergency requirements with a response/support time of six (6) hours.

• Licenses & Permits: The contractor must obtain all necessary licenses and permits at no additional cost to the Government.

• Basic Life Support: Performance standard met when requirements for services detailed in PWS 2.0-2.3 are accepted by the Government.

• Maintenance Agreement: Performance standard met when maintenance agreement requirements (if any) are accepted by the Government.

• Acceptance: Acceptable performance requires 100% of equipment delivered and serviced safely in accordance with the PWS.

• Surveillance: Customer feedback, Contracting Officer/Government Point of Contact surveillance, or feedback of work completed.
