• Data Items: A comprehensive list of 15 data items (A001-A015) is provided, including Presentation Material, Contract Change Proposal (CCP), Funds and Man-Hours Expenditure Report, Software Design Description (SDD), Software User Manual (SUM), Computer Software Product, Status Report, Technical Report - Study/Services, Scientific and Technical Reports, Test Plan, Engineering Change Proposal (ECP), Request for Variance (RFV), Developmental Design Drawings/Models and Associated Lists, System/Subsystem Specification, and System/Subsystem Design Description.
• Submission Requirements: Each data item specifies its authority (Data Acquisition Document No.), contract reference (SOW Paragraph), frequency of submission, and date of first submission. Specific remarks provide detailed instructions for each data item, including format requirements (e.g., Microsoft Office, searchable Adobe) and delivery timelines.
• Distribution: Distribution statements (e.g., Statement E) and required copies are indicated for each data item.

This CDRL is critical for potential bidders as it defines the exact documentation and deliverables expected under the contract. Performance Work Statement (PWS)

This PWS defines the tasks and deliverables for a contractor to conduct Aircrew Oxygen System Performance Test and Evaluations in a wide range of environmental conditions. The goal is to support the Air Force Life Cycle Management Center Human Systems Division (AFLCMC/ROU) mission to acquire and support human systems that enhance warfighter performance, protection, and survivability.

• Operation, maintenance, test, and evaluation of On-Board Oxygen Generating Systems (OBOGS) and related oxygen systems technology.

• Evaluation of breathing systems technologies, breathing regulators, oxygen masks, liquid oxygen systems, solid electrolyte oxygen separators, high pressure oxygen systems, oxygen storage technologies, and life support sensors.

• Assessment of performance under extreme conditions such as high altitude, varying airflow, and oxygen supply system variations.

• Evaluation of new life support and aircrew technologies including head gear, body wear, aeromedical devices, protective equipment, and survival gear, subjected to extreme environments (high altitudes, high pressure, low oxygen, moisture, temperature).

• Development of test mock-ups and prototypes, and conducting lab and field tests for new technical designs.

• Potential lab modifications and acquisition/operation of specialized test equipment.

• Support investigations of human interfaces (mask and breathing support systems, OBOGS, head gear, body wear, etc.) for ground, air, and space operations.

• Collect, process, and analyze aircraft oxygen system performance data from laboratory and field testing.

• Test and evaluate equipment against performance specifications under adverse conditions (pressure, temperature, humidity).

• Perform test planning, setup, instrumentation, calibration, and experiment execution.

• Conduct mechanical fabrication, set up special test equipment (STE) and special tooling (ST).

• Maintain lab facilities and perform visual programming (e.g., LabVIEW).

• Analyze collected data, report results, and manage data, including uploading reports to a designated government database.

• Participate in meetings and conferences to provide subject matter expertise and present status.

• Procure or develop laboratory software and maintain licenses; all developed software is a deliverable.

• Procure, develop, and install laboratory prototype hardware; all developed/acquired hardware is a deliverable.

• Perform Special Studies and Analyses as requested by the contracting officer.

• Security: Compliance with DD Form 254, protection of data, adherence to security and Non-Disclosure Agreements. AFLCMC/ROU controls release of deliverable products.

• Operations Security (OPSEC): Provide OPSEC protection for sensitive/critical information per AFI 10-701. Contractor employees require initial and annual OPSEC training.

• Controlled Unclassified Information (CUI): Comply with DoDI 5200.48, AFI 16-1404, and related guidance.

• ITAR: Strict adherence to Arms Export Control Act and ITAR regulations regarding export of technical data. Requires government approval for foreign person access to work, equipment, or data.

• Program Management: Implement effective program management, submit Funds and Man-hour Expenditure Reports, recurring status reports, and Engineering/Contract Change Proposals.

• Data Management: Deliver data via MEARS or DOD SAFE. Requires PKI certification for personnel.

• Hazardous Materials: Work with oxygen, nitrogen, and compressed air tanks; follow safety procedures for procurement, storage, use, and disposal.

• Safety: Comply with federal, state, local, and Air Force safety and environmental regulations. Adhere to approved Safety Plans and MIL-STD 882E for deliverable systems.

• Contractor personnel require continuous base access and access to the LSS-STAQ lab facilities in Building 56, Bay 11 on Wright-Patterson AFB, OH.
