Quick Summary

The Department of the Navy, NAVSUP Fleet Logistics Center Yokosuka, is conducting market research through this Sources Sought Notice for Lifecycle Management Services for Household Goods and Appliance Packages at Naval Support Activity (NSA) Stirling, Western Australia. This effort supports U.S. Navy personnel and their families assigned to the Submarine Rotational Force-West (SRF-W) mission. The government anticipates a single-award, Firm-Fixed-Price (FFP), Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with a 5-year ordering period. Capability Statements are due by May 8, 2026, at 1600 Japan Standard Time (JST).

Purpose & Background

This Sources Sought Notice is issued solely for information and planning purposes, not as a Request for Proposal (RFP). The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Yokosuka aims to identify capable commercial vendors to provide comprehensive lifecycle leasing and management services for household goods and appliances. The primary objective is to establish and maintain fully functional living environments for U.S. Navy personnel and their families stationed at NSA Stirling, Australia.

Scope of Work

The requirement is for a comprehensive, turnkey commercial lifecycle management and leasing service. The contractor will provide a managed service to establish and maintain living environments, rather than the government procuring ownership of supplies. Key responsibilities include:

  • Commercial Lifecycle Leasing: Providing a full-service lease of standard residential furniture (e.g., beds, sofas, dining sets), major appliances (e.g., refrigerators, washers, dryers), and essential houseware kits. All items must be durable, Commercial-Off-The-Shelf (COTS) products suitable for repeated residential reuse and compatible with Australian power standards (230V/50Hz).
  • Delivery, Setup & Installation: Managing the complete logistics chain, including professional assembly, in-home installation, and functional testing of leased items at various off-base residential locations within a 60-kilometer radius of NSA Stirling.
  • In-Service Sustainment Support: Serving as the point of contact for ongoing, on-site maintenance, repair, or replacement of all leased items for the duration of the service period.
  • Final Retrieval & Closeout: Executing disassembly, inspection, and removal of all items at the conclusion of the service period.
  • Order Management & Scheduling: Coordinating logistics and scheduling appointments with Department of Navy personnel.

Anticipated Contract Details

The Government anticipates awarding a single-award, Firm-Fixed-Price (FFP), Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with a 5-year ordering period.

  • Set-Aside: None specified (Sources Sought).
  • Product Service Code: W072 (Lease or Rental of Equipment: Household And Commercial Furnishings And Appliances).

Submission Requirements

Interested commercial vendors should submit a brief Capability Statement (no more than 5 pages, excluding PWS feedback) addressing:

  • Relevant Experience: A description of experience in providing short and long-term residential leasing of both furniture and major appliances.
  • Logistical Capability: Confirmation of ability to manage delivery, installation, maintenance, and final retrieval within a 60km radius of NSA Stirling.
  • Teaming/Subcontracting: A brief description of the intended approach for executing local logistics and maintenance requirements, especially for U.S.-based or non-Perth region firms.

A Draft Performance Work Statement (PWS) is attached for industry review. Feedback on its feasibility, commerciality, or clarity is welcomed and should be included as a separate section within the Capability Statement.
