Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing non-personal aquatics management and lifeguard services for two facilities at Patrick SFB: the Fitness Center Mission Training Pool and the Outdoor Recreation Community Recreation Pool.

• Provide all necessary personnel, uniforms, transportation, and supervision for aquatics management and lifeguard services.

• Ensure the safety of all patrons and effective lifesaving measures.

• Support mission training and community recreation pool operations.

• Maintain pool operations in accordance with applicable Department of the Air Force (DAF), CDC, and Florida Administrative Code regulations.

• Services include patron surveillance, rule enforcement, first aid, water rescue, water quality monitoring, equipment inspection, and patron screening.

• Lifeguards must maintain current certifications (ARC, YMCA, or equivalent).

• Lifeguards must complete pre-service and in-service training.

• Minimum staffing levels must be maintained for patron surveillance (e.g., 50:1 patron to lifeguard ratio).

• Water quality parameters (chlorine, pH, clarity, temperature, algae) must be tested and meet specified standards.

• Emergency response plans (Emergency Action Plan, Water Contamination Response Plan, Severe Weather Response Plan) must be activated within two minutes.

• The contract period of performance is five (5) years: one base year plus four option years.

• Performance will occur at the Fitness Center Mission Training Pool and the Community Recreation Pool.

• Contractor personnel require background checks for working with minors.

• Contractor must provide a Safety Plan, including specific plans for emergencies, inclement weather, and water contamination.

• Lifeguards must wear identifying uniforms and carry necessary safety equipment (whistle, resuscitation mask, gloves, rescue tube).

• Contractor must maintain a minimum of $1,000,000.00 in liability insurance per instance.

• The contract type will be a Blanket Purchase Agreement (BPA).

Solicitation / RFP / RFQ

This is a Request for Information (RFI) for market research purposes, not a solicitation. The government is seeking information on potential sources for aquatics management and lifeguard services at Patrick Space Force Base. The services will be for the Fitness Center Mission Training Pool and the Outdoor Recreation Community Recreation Pool.

• Non-personal services contract for aquatics management and lifeguards.

• Capabilities package should outline the firm's capabilities in providing the required services.

• Include no more than three past references with contact information and contract numbers.

• Capabilities package should not exceed 5 pages.

• Anticipated RFQ number: FA2521-26-Q-B075.

• NAICS Code: 561990, with a size standard of $16,500,000.

• The government is interested in any size business capable of meeting the requirement.

• Market research is being conducted to determine interest, capability, and socio-economic category of potential sources.

• Interested companies are requested to propose a pricing schedule.

• Submit a brief description of company's business size, business status, anticipated teaming arrangements, and a description of similar services offered.

• Responses are due by 10:00 AM Eastern on June 15, 2026.

• The requirement is being considered for a small business set-aside program.

• Interested parties must be registered with the System for Award Management (SAM) to be eligible for contract award or payment.
