Quick Summary
The Department of the Air Force is conducting market research through this Request for Information (RFI) to identify sources capable of providing non-personal aquatic lifeguard services for the 50-meter swimming pool at Kirtland Air Force Base, NM. The primary goal is to ensure a safe aquatic environment, including vigilant supervision, safety regulation enforcement, and immediate rescue/first aid. Responses are due by April 30, 2026, at 1500 MST.
Scope of Work
Services include providing certified and trained lifeguard personnel for Monday through Friday operations (excluding down days and Federal Holidays). Estimated workload is 45 hours weekly per lifeguard, totaling 2,340 annual hours. Duties encompass daily opening procedures (water quality tests, pool cleaner removal, ladder installation, facility inspection) and closing procedures (patron exit, ladder storage, cleaner deployment, security checks). Lifeguard staff will test water quality, notifying civil engineering if chemical levels are outside acceptable ranges. Staffing must adhere to DAFI 34-101, requiring a minimum of two lifeguards on duty during open recreational swimming (50:1 patron-to-lifeguard ratio) and accommodating 10-minute breaks hourly, potentially requiring three personnel per session. One lifeguard is sufficient for adult lap swimming with fewer than 20 participants.
Submission Requirements
Interested parties should submit a Statement of Capabilities (max 7 pages) detailing:
- Technical Capabilities: Methodology for providing qualified lifeguard and facility management services, including recruitment, certification, training, staffing plans, and operational procedures for all duties (opening/closing, water testing).
- Cost Estimates: Proposed pricing model (blended hourly, FTE, or fixed monthly).
- Roadmap Schedule: Estimated timeframe for service.
- Teaming Arrangements: Description of any partnerships or subcontracting plans.
Respondents must also complete and include the Market Research Questionnaire (attached as "Lifeguard MR Survey.pdf"), which seeks information on willingness to bid, ability to support multi-year contracts, estimated costs, past federal experience, SAM.gov registration, company size, subcontracting plans, certification standards, coverage strategy, and suggestions for requirement modification. An optional Risk Appendix (max 3 pages) is encouraged to identify risks and proposed management approaches. While this RFI is unclassified, respondents should describe capabilities for handling classified information, as a potential resulting award may contain classified portions.
