Statement of Work (SOW) / Performance Work Statement (PWS)

To ensure all liferafts on specified U.S. Army Corps of Engineers (USACE), Wilmington District vessels are inspected, maintained, and certified annually to meet all regulatory and safety standards, ensuring personnel safety.

• Annual inspection, testing, repair, and certification of all Government-owned VIKING liferafts for six (6) USACE Wilmington District Floating Plant & Survey vessels.

• Includes unpacking, inflating, visual inspection, pressure testing, inspection of inflation systems, replacement of emergency pack equipment, and repacking.

• Contractor must be a USCG-approved servicing facility for VIKING liferafts and use Viking Certified Technicians.

• Services include:

  • Annual Liferaft Inspections (CLIN 0001)
  • Freight/Pickup & Delivery (CLIN 0002)
  • Level II Services and/or Repairs (CLIN 0003), including HRU replacements, cleaning, restocking survival supplies, and replacing containers/cradles.

• All liferafts must be serviced and certified annually before their expiration date.

• No more than one valid customer complaint per year regarding inspection/certification quality.

• All life-limited items (survival supplies, HRUs) must be replaced with new, approved items with a shelf life extending beyond the next inspection date.

• No more than one instance of missed or delayed pickup/delivery per contract year without prior COR approval.

• No more than two late or incomplete report submissions per contract year.

• Period of Performance: One (1) Base Year (12 months) and four (4) 12-month option years, totaling five (5) years.

  • Base Year: June 1, 2026 – May 31, 2027
  • Option Years: June 1, 2027 – May 31, 2031

• Place of Performance: Contractor's USCG-approved facility. Contractor is responsible for pickup and delivery from designated USACE locations in Wilmington, NC, and Atlantic Beach, NC, and potentially other locations along the eastern seaboard.

• Contractor must develop and maintain an effective quality control program.

• Contractor personnel must comply with security requirements, including Force Protection Condition (FPCON), Random Antiterrorism Measures (RAMs), and Health Protection Condition (HPCON).

• Physical access to federal installations requires vetting and compliance with access control procedures.

• Pre-screening of candidates using the E-Verify Program is required.

• Applicable regulations include 46 CFR, EM 385-1-1, and Federal & State Transportation Laws.

• Invoices must be submitted to the COR with specific details including CLINs, quantity, unit price, and extended price.
