This document is Attachment (A) to a solicitation, titled "Technical Capabilities Form." It requires vendors to certify that the equipment they are quoting meets the listed capabilities and that they can assume all stated contractor responsibilities. This form must be completed and submitted with the vendor's quote to be considered for award.

• Technical Capabilities Statement: Vendors must indicate "Yes" or "No" if the equipment they are providing meets the "General Specification for Light Fixture" and "All specifications listed under CLIN 0001 – Light Fixture."
• Technical Capability/Contractor Responsibility Certification: A section for the vendor to certify that their service meets or exceeds all specifications and contractor responsibilities stated in the solicitation, in their entirety, with no exceptions. This requires initials, signature, printed name, title, and date.

This form is critical for bidders to demonstrate their technical compliance and acceptance of contractual responsibilities. Failure to complete and submit this form accurately may disqualify a vendor from award.

This solicitation is for the procurement of High Bay LED Light Fixtures. The government is seeking to replace existing lighting with more energy-efficient and higher-lumen fixtures.

• Operating Temperature: -40 to 122 degrees F

• Equivalent to 2000W Metal Halide

• Certificate of Compliance required

• Mercury Free clause invoked

• Pricing Arrangement: Firm Fixed Price

• Quantity: 86 units

• Delivery Date: On or Before June 26, 2026

• FOB: Destination

• Offers will be evaluated based on Technical Submission (Technical Capability Certification Chart), Price, and Past Performance.

• Award will be made to the responsible Offeror whose offer conforming to the solicitation is most advantageous to the Government, price and other factors considered.

• Award will be made for the technically acceptable item or combination of technically acceptable items that result in the lowest aggregate price to the Government.

• Technical Acceptability: Quote must meet all identified requirements.

• Price: Evaluated based on total estimated price.

• Past Performance: Evaluated in accordance with FAR 13.106-2 or 15.305(a)(2), subject to the Supplier Performance Risk System (SPRS).

• The acquisition is set aside 100% for Small Business.

• NAICS Code: 335132 (Lighting Fixture Manufacturing)

• Size Standard: 600 employees

• The solicitation includes numerous FAR and DFARS clauses, including those related to cybersecurity, hazardous materials, unique item identification, and payment instructions via Wide Area WorkFlow (WAWF).

Amendment / Modification

This amendment extends the Offer Due Date/Local Time for the solicitation.

• The Offer Due Date has been extended from 22 March 2026 at 12:00 PM to 26 March 2026 at 12:00 PM.

Amendment / Modification

This document provides additional instructions and clarifications related to a solicitation for commercial items, to be awarded under Federal Acquisition Regulations FAR Part 12 and FAR Subpart 13.

• Quotation Submission: Interested vendors should reply via email to michelle.r.augustus.civ@us.navy.mil.

• Proposal Content: Quotes must include:

  • Technical Capability
  • Price Submission
  • Acknowledgement of any amendments

• Technical Capability: Vendors must provide proof/certification of compliance with required certifications and qualifications outlined in the solicitation attachments. The information should enable a thorough evaluation of proposed products against government requirements.

• Price Submission: Submit one original signed copy of Standard Form (SF) 1449, along with executed Amendments and Representations and Certifications. Signed copies can be submitted electronically to michelle.r.augustus.civ@us.navy.mil. Quotes must adhere to the Schedule in the Solicitation and will be held firm for sixty (60) days.

• Offerors may submit questions regarding solicitation clarification via email to michelle.r.augustus.civ@us.navy.mil by 20 March 2026.

• Questions received after this date may not be answered.
