This document is FAR Provision 52.212-3, "Offeror Representations and Certifications—Commercial Products and Commercial Services" (Oct 2025). It requires offerors to provide representations and certifications regarding their business status and compliance with various federal regulations. Offerors who have completed these electronically in the System for Award Management (SAM) only need to complete paragraph (b). Otherwise, paragraphs (c) through (v) must be completed.

This provision requires offerors to represent their status concerning:

• Small business, veteran-owned small business, service-disabled veteran-owned small business (SDVOSB), small disadvantaged business, women-owned small business (WOSB), economically disadvantaged women-owned small business (EDWOSB), and HUBZone concerns, including joint venture details.
• Compliance with Executive Order 11246 regarding equal opportunity and affirmative action.
• Certification regarding payments to influence Federal transactions (if contract exceeds $200,000).
• Buy American Act and Trade Agreements compliance, including specifying the origin of end products and components.
• Responsibility matters, including debarment, suspension, and tax delinquency.
• Prohibition on contracting with entities engaging in certain activities related to Iran and Sudan.
• Prohibition on contracting with Inverted Domestic Corporations.
• Knowledge of child labor for listed end products.
• Public disclosure of greenhouse gas emissions and reduction goals (if applicable).
• Representation regarding the use of covered telecommunications equipment or services.

This provision is applicable to solicitations for commercial products and commercial services. Specific contract details like type, period of performance, and value are not included in this provision itself but would be in the main solicitation document.

Offerors must complete the relevant sections of this provision as part of their offer. The representations and certifications are incorporated by reference into the offer. Failure to complete these accurately may affect eligibility for award.

This provision is critical for determining offeror eligibility based on small business status, socio-economic programs (SDVOSB, WOSB, EDWOSB, HUBZone), and compliance with various federal mandates. Specific set-aside information would be in the main solicitation.
