Statement of Work (SOW) / Performance Work Statement (PWS)

To conduct comprehensive inspections of lightning protection and grounding systems for all designated facilities, ensuring compliance with applicable standards, and to produce detailed inspection reports with actionable recommendations for repairs.

• Conduct visual inspections, testing, and analysis of lightning protection and grounding components on specified buildings (164, 412, 416, 522, 602, 801).

• Inspect and test lightning protection and grounding components on 18 antenna support structures (Cantonment and Enclave locations).

• Inspect and test grounding components at two ARMAG locations on the Cantonment.

• Provide a comprehensive inspection report in a digitally searchable PDF format.

• 100% compliance with NFPA 780 and IEEE standards for facility grounding and lightning protection.

• 95% compliance for antenna support structures, with no more than one structural site report rejected due to inadequate testing/data.

• Zero-tolerance safety standard for ARMAG locations, requiring 100% compliance and fully verified grounding readings.

• Inspection reports must be 100% accurate and clear, submitted within the agreed contract timeline.

• Reports must be at least 90% free of technical/administrative errors, and 100% of Government comments must be incorporated into the final version.

• Period of Performance: 1 Base Year of 12 months and four 12-month option years.

• Place of Performance: Multiple locations throughout the 179th CW.

• Work hours: Monday through Friday, 0700 – 1600, excluding recognized US holidays or facility closures.

• Contractor personnel must be familiar with and obey installation regulations (fire, traffic, safety, security).

• Contractor must obtain base identification and vehicle passes for personnel requiring access.

• All contractor employees must complete Antiterrorism Awareness Level I training within 15 calendar days of contract start date or effective date of incorporation.

• Lead inspectors must possess specific certifications (LPI Master Installer/Designer, UL Certified Lightning Protection Professional, or equivalent approved by COR).

• Contractor firm must have a minimum of five years of experience in performing lightning protection and grounding inspections.

• Contractor must develop and maintain an effective Quality Control Plan (QCP) and submit a final QCP to the COR within 10 days of award.

• Contractor must comply with all applicable installation/facility access and local security policies and procedures.

• Contractor must safeguard all Government property and implement key control procedures.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products, issued as a Request for Quotation (RFQ) for Lightning and Grounding Annual Inspection Services. The government is procuring services to perform annual lightning and grounding inspections in accordance with the provided Performance Work Statement (PWS).

• The contractor shall provide all personnel, equipment, tools, materials, and supervision to perform the inspection services.

• A Comprehensive Final Inspection Report is required.

• The services are required for an initial period and four option years.

• This will result in a firm-fixed-price (FFP) purchase order.

• The NAICS code is 541350 with a size standard of $11.5 million.

• Place of Performance: 1947 Harrington Memorial Road, Mansfield, OH, 44903-8049.

• Quotes are due by 23 June 2026, 1:00 P.M. EST.

• Quotes must be submitted electronically to casity.schag@us.af.mil and jeffrey.snyder.20@us.af.mil.

• Quotes must be organized into three volumes: Technical, Past Performance, and Price.

• Evaluation will be based on Technical (Acceptable/Unacceptable), Past Performance, and Price.

• Technical capability is evaluated on an Acceptable/Unacceptable basis.

• The government will award to the responsible offeror whose offer is most advantageous, price and other factors considered.

• Questions regarding the RFQ are due by 11 June 2026, 1:00 PM EST.

• This solicitation is a 100% small business set-aside.

• A site visit is scheduled for 11 June 2026 at 10:00 AM EST. Offerors must register by 9 June 2026, 10:00 AM EST by emailing required attendee information to casity.schag@us.af.mil and jeffrey.snyder.20@us.af.mil.

• The government will not reimburse costs for quote preparation.

• Offerors are advised to submit their best offer initially, as discussions after quote receipt are not guaranteed.
