Quick Summary

The General Services Administration (GSA), specifically the OAS Office of Internal Acquisition, has issued a Limited Source Justification for a sole source task order to Apex Logic, Inc. for Symphony Software-as-a-Service (SaaS) and Information System Security Officer (ISSO) support services. This action is a 100% Woman-Owned Small Business (WOSB) set-aside and is for informational purposes only, not a request for competitive quotations.

Purpose & Justification

This notice justifies a firm-fixed-price task order under GSA's Multiple Award Schedule (MAS) program to Apex Logic, Inc. The Symphony platform is deemed the only capable source for managing critical, ongoing procurement processes for major GSA acquisition programs (OASIS+, Polaris, Alliant 3, ASTRO). A full competition would lead to unacceptable delays, disrupt active solicitations, compromise procurement integrity, threaten data security, and delay critical government contracts. This is a follow-on effort supporting the continued use and maintenance of the Symphony platform.

Scope of Services

The requirement includes:

  • Symphony SaaS Suite: Supporting pre-award and post-award contract management functions.
  • Symphony ISSO Services: Providing essential security support. The platform must ensure active data management, procurement integrity continuity, proprietary system integration, Section 508 compliance, and specialized functionality for IDIQ solicitations. Apex Logic's Symphony is uniquely qualified due to existing data custody, proven GSA integration, and specialized IDIQ capabilities.

Contract Details

  • Contract Type: Firm-Fixed-Price Task Order
  • Period of Performance: Three (3) years, consisting of a twelve (12) month base period and two (2) twelve (12) month option periods.
  • Estimated Total Cost: $11,000,000
  • Set-Aside: 100% Woman-Owned Small Business (WOSB)
  • Awarding Agency: GSA, OAS Office of Internal Acquisition
  • Place of Performance: Reno, NV 89501

Response & Evaluation

This is a notice of intent to award a sole source contract and is not a request for competitive quotations. However, interested parties may submit capability statements demonstrating their ability to meet the Government's requirement. The Contracting Officer will ensure the anticipated price is fair and reasonable based on the Government's Independent Government Cost Estimate (IGCE), historical contract pricing, and GSA FSS price schedule.

Additional Notes

GSA is actively developing a government-owned Procurement Automation Environment (PAE) to reduce dependence on proprietary software for future acquisitions. This current procurement is intended as a temporary solution, with no renewals or extensions planned beyond the stated period of performance. Published Date: March 5, 2026.
