Lincoln NF Roof Rehabilitation - TPO Recover System

Statement of Work (SOW) / Performance Work Statement (PWS)

The objective of this project is to rehabilitate existing roofing systems at USDA Forest Service facilities by installing Thermoplastic Polyolefin (TPO) roof recover systems over existing metal and flat (tar/built-up) roofs. The work aims to extend roof service life, improve watertight integrity, and integrate with existing building systems, while minimizing disruption to Forest Service operations. The Contractor shall provide all labor, materials, equipment, and supervision.

• Roof Recover Installation: Install TPO recover systems over existing metal and flat roofs. Existing roofing systems will remain in place unless localized removal is necessary for repairs. The Contractor must verify existing roof systems are structurally sound.

• Existing Roof Preparation: Includes inspection and repair of metal roofs (addressing corrosion, loose panels, fasteners) and flat/tar roofs (cleaning, patching blisters/cracks).

• TPO System Installation: Install manufacturer-approved TPO membrane, recovery board/separation layer, and flashing at penetrations, walls, curbs, parapets, and transitions.

• Gutters and Downspouts: Remove and replace all existing gutters and downspouts with new, corrosion-resistant systems.

• Solar Panel Coordination: Work around or temporarily remove and reinstall existing rooftop solar panels, ensuring they are protected from damage and fully operational upon completion. The Contractor is responsible for any damage to solar equipment.

Work shall be completed within 160 calendar days from the Notice to Proceed (NTP).

• Compliance with TPO manufacturer requirements, ASTM standards, and USDA Forest Service construction standards.
• Adherence to all applicable OSHA regulations and Forest Service safety requirements, including fall protection.
• Contractor shall submit product data and installation details prior to mobilization.
• Government will provide site access and COR coordination; no materials or equipment will be furnished by the Government.

This solicitation is for the rehabilitation of existing roofing systems at USDA Forest Service facilities.
