Evaluation Factors

- Special Standards of Responsibility: Offerors must possess current Original Equipment Manufacturer (OEM) certifications for performing preventative maintenance, inspection, repair, and software/firmware updates. They must also demonstrate the ability to utilize only OEM parts, as substitutes are not accepted.
- Past Performance: Assessed based on the quoter's record, which may include customer surveys or CPARS. The Government intends to award without discussions and will evaluate the lowest-priced offer first for reasonableness and responsibility.
