Scope of Work & Requirements
Contractors will supply the "LINK" component in accordance with Naval Sea Systems Command Drawing 7072623, part number 7072623-3, and specified Engineering Revisions (ERs). The material must be QQ-N-286, Form 7, annealed and age hardened, hot finished. Extensive testing is required, including Annealing, Age Hardening, Ultrasonic Inspection, and Dye Penetrant Inspection. Specific laboratories are designated for Slow Strain Rate Tensile Tests. No weld repair is permitted on QQ-N-286 material, and all components must be mercury-free.
Quality Assurance & Traceability
Offerors must maintain a quality system compliant with ISO-9001 (or MIL-I-45208) and calibration systems per ISO-10012 or ANSI-Z540.3 with ISO-17025. Government Quality Assurance (DCMA QAR) will perform source inspections. Mandatory traceability is required for Level I/SUBSAFE systems, utilizing unique traceability numbers, heat-lot numbers, or heat-treat numbers marked on the material (per MIL-STD-792) and certification reports. A detailed Certificate of Compliance (Special Emphasis C of C) is required, including NSN, lubricants, weld procedures, and a full compliance statement. Receiving and final inspections will be rigorous, with 100% inspection for traceability and certification data. Prime contractors are responsible for assessing, auditing, and flowing down all quality requirements to sub-tier suppliers.
Contract Details & Submission
This is a DO rated order under the Defense Priorities and Allocations System (DPAS). Past performance will be considered in the evaluation. Certification data must be submitted via Wide Area Work Flow (WAWF) to Portsmouth Naval Shipyard (Ship to N50286, Inspect by N39040, Accept by N39040), with email notification to PORT_PTNH_WAWF_NOTIFICATION@NAVY.MIL. No material may be shipped prior to acceptance. Access to drawings must be requested on SAM.gov, followed by an email to the Primary POC. The response date is March 2, 2026, though the notice indicates this date may be shortened once drawings are fully uploaded.
