Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The National Aeronautics and Space Administration (NASA)/NSSC intends to issue a sole source contract to RPM INNOVATIONS INC for Directed Energy Deposition JBK-75 Representative Process Samples and Component Builds. This effort will be performed at NASA Marshall Space Flight Center (MSFC).

Purpose

This requirement aims to demonstrate large-scale manufacturing technology using thin-wall Laser Powder Directed Energy Deposition (DED) for fabricating material property testing and characterization samples using JBK-75, NASA HR-1, and other specialty alloys. The objective is to produce samples identical to part fabrication for metallography and mechanical/thermophysical testing.

Scope of Work

  • Witness Test Specimens: Fabricate witness test specimens using LP-DED for JBK-75 and NASA HR-1, matching the setup and parameters of the RS25 nozzle demonstrator.
  • Demonstration Capability: Demonstrate LP-DED capability on a large-scale machine to print the aft end of an RS-25 nozzle with specific dimensions (greater than 90" height and 80" diameter) and achieve 1 mm wall thickness.
  • Materials: Utilize JBK-75 Fe-Ni and NASA HR-1 Fe-Ni alloys. Virgin, 1x used, and 2x used powder are acceptable.
  • Build Parameters: The print shall be completed within 75 consecutive days or approximately 1405 machine hours, including engineering support, operator provision, consumables, an inert gas chamber, tool code generation, and machine maintenance.
  • Specific Sample Builds: Complete a detailed list of specific sample builds, including AR nozzle components, AR MCC components, and MSFC characterization samples, with specified quantities and materials.
  • Post-Build Activities: NASA will provide drawings, models, heat treatments, characterization, and inspections. The vendor shall remove parts from the build plate, deliver witness coupons in as-built condition, and complete a final inspection of the RS-25 nozzle aft end using laser scanning.
  • Powder Procurement: Purchase JBK-75 powder not to exceed 1,000 pounds.

Contract & Timeline

  • Contract Type: Sole Source (FAR 13.106-1(b)(1)(i))
  • Awardee: RPM INNOVATIONS INC
  • Period of Performance: 6 months from the Authority to Proceed (ATP).
  • Place of Performance: NASA/Marshall Space Flight Center (MSFC).
  • NAICS Code: 332710 (Machine Shops; Turned Product; And Screw, Nut, And Bolt Manufacturing)
  • Response Date (for capabilities): March 16, 2026, by 12 p.m. Central Standard Time.
  • Published Date: March 12, 2026.

Set-Aside

None (Sole Source).

Evaluation

Interested organizations may submit their capabilities and qualifications to perform the effort. These will be evaluated solely to determine if the procurement can be conducted on a competitive basis. A determination by the Government not to compete this proposed effort is at its sole discretion.

Additional Notes

Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable. The procuring center for this effort is NASA/NSSC.
