Scope of Work
The requirement is for two types of runway deicer:
- Liquid Runway Deicer: Specifically Cryotech E36 brand Potassium Acetate, meeting SAE AMS 1435 specifications. It must contain a minimum of 50% potassium acetate, have a freezing point of -76°F (-60°C) or lower, and be free of Urea, ethylene, or propylene glycol. Vendors must provide independent laboratory certification (within 24 months), environmental impact data, SDS, handling guidelines, acute aquatic toxicity test reports (EPA standards), BOD/TOD reports, and asphalt compatibility test reports. On-site training may be required.
- Solid Runway Deicer: Anhydrous Sodium Acetate based, meeting SAE AMS 1431 specifications. It must contain a minimum of 97% anhydrous sodium acetate, no more than 1% corrosion inhibitors, and be spherical in shape. Vendors must provide independent laboratory certification (within 36 months), technical information including environmental impact, SDS, handling, storage, application guidelines, chemical toxicity testing (EPA standards, LC50 > 1000 mg/L), and BOD/toxicity reports. On-site training for government personnel is required.
Delivery
Deicers will be delivered to specific buildings at WPAFB, Ohio. Deliveries are to commence within 48 hours of a call and be completed within 7 days, during standard hours (Monday-Friday, 0730-1530). Emergency orders require delivery within 24 hours. Products may be refused for contamination or damage, with the contractor responsible for return. No Class I Ozone Depleting Substances (ODS) are permitted.
