This document is a market research questionnaire issued by the Federal Bureau of Prisons (BOP), Field Acquisition Office, to gather information regarding the provision of Liquid Oxygen Services at the Federal Correctional Complex (FCC) Butner in Butner, NC. The government is seeking to understand market interest and capability for this requirement, which is intended to result in a single award indefinite delivery/requirements type contract with firm fixed prices. This is a new requirement, and services are not currently in place.

• Solicitation Status: This is a Sources Sought Announcement ONLY. Solicitations are not yet available. A draft Statement of Work (SOW) is attached for review.
• Future Distribution: The resulting solicitation will be distributed solely through the System for Award Management (SAM) website (www.sam.gov). Interested parties must monitor this website for all future information.

Potential vendors are requested to complete and email the attached questionnaire by May 22, 2026, at 2:00 pm CT. The questionnaire asks about business size, eligibility for small business programs, experience in North Carolina, prime/subcontractor capability, landfill operations, subcontracting levels, compliance with FAR 52.219-14, employee availability, SAM registration, firm fixed unit pricing capability, commercial availability of services, proposal preparation time, service commencement time, issues with the SOW, prior prison environment experience, and organization type. Vendor contact information is also requested.

• All potential quoters are advised that if a solicitation is issued, it will include the clause at FAR 52.204-7 for System for Award Management (SAM) registration.
• Individuals providing services will require a security clearance investigation, which may take 30 calendar days or longer.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide rental and/or lease of liquid oxygen reservoirs and weekly supply and delivery of liquid oxygen to the Federal Correctional Complex (FCC) Butner, North Carolina, for refilling portable units used by oxygen patients.

• Provide 18 rented/leased liquid oxygen reservoirs compatible with HELIOS LOX portable units.

• Supply and deliver liquid oxygen, refilling reservoirs weekly at FCC Butner institutions (FMC, FCI-I, FPC, FCI-II, LSCI).

• Provide necessary supplies as per active contract pricing.

• Perform maintenance on rented equipment.

• Provide staff training on the use and care of rental equipment, including three training sessions over one month for new systems to ensure medical staff competency.

• Deliveries are scheduled weekly during regular duty hours (7:30 a.m. - 4:00 p.m., Monday-Friday, excluding weekends and Federal holidays).

• The government may establish specific days and times for performance.

• Emergency service calls require delivery within 8 hours of notification.

• Contractor must submit a detailed monthly invoice including dates of service, number of tanks refilled, monthly rental/lease amount, and total dollar amount.

• Period of Performance: Base period (date of award through first year) plus four option years at the Government's discretion.

• Place of Performance: Federal Correctional Complex Butner, Old NC Highway 75, Butner, NC 27509.

• All equipment must be specifically designed for liquid oxygen supply and transport; no improvised equipment is allowed.

• Contractor furnishes all equipment and supplies, including maintenance and repair materials.

• Contractor personnel must be certified by appropriate federal and state regulatory agencies.

• Personnel must present a neat appearance, wear visible identification badges, and adhere to dress code (shirts and closed shoes).

• Contractor must obtain all necessary access credentials (cards, passes, decals) for FCC Butner.

• Personnel operating vehicles must be licensed drivers, and vehicles must be licensed and insured.

• Employees are restricted to necessary work areas and direct routes.

• Contractor must comply with the Occupational Safety and Health Standards Act, including entry requirements in confined spaces and handling hazardous substances.

• Contractor must comply with Federal, State, and local environmental regulations and report spills immediately.

• Contractor must secure equipment and notify FCC Safety Office, Contracting Officer, and QAP of any serious or hazardous conditions found.
