Statement of Work (SOW) / Performance Work Statement (PWS)

To procure the removal of liquid sanitary waste for the Federal Bureau of Prisons (FBOP) at FCI Phoenix, FPC, and Mesa Housing Unit in Phoenix, Arizona.

• Furnish all labor, supplies, and materials for liquid sanitary waste removal.

• Specific locations and pumping frequencies:

  • Location A (WWTP headworks): 1,200 gallons, once per week (52 times/year).
  • Location B (WWTP East/West Effluent Pumps): 500 gallons, once per quarter (4 times/year).
  • Location C (FPC lift-station): 500 gallons, once per week (52 times/year).
  • Location D (FCI Food Service grease trap): 6,000 gallons, once per quarter (4 times/year).
  • Location E (Mesa Housing Unit Food Service grease trap): 2,500 gallons, once per year.
  • Location F (FPC Camp Food Service grease trap): 2,500 gallons, once per year.

• Coordinate pumping schedules with the Contracting Officer Representative (COR) or Point of Contact (POC).

• Report to pumping sites at designated times and follow all institutional rules.

• Provide proof of Arizona compliancy for hazardous waste disposal at the time of solicitation.

• Maintain a clean worksite, free of waste and debris.

• Remove and dispose of all debris and waste from the site to a state-approved landfill upon completion.

• Assign FBOP personnel for planning, administration, and coordination.

• Provide an authorized escort for the Contractor.

• Provide Contractor access to sites during pumping times.

• Work Hours: Monday-Friday, 6:00 am - 2:00 pm (excluding federal holidays).

• Security Clearances: Contractor personnel (drivers) require security clearances, including NCIC background checks. Replacements must be provided if clearance is denied. Strict security checks and screening are in place.

• Institution Security: Adhere to all FBOP and FCI-Phoenix policies regarding safety, custody, conduct, and inmate safety. Report on-site at agreed times. Tool inventories are required. Bringing unauthorized items (weapons, drugs, etc.) into the institution is a federal crime. Cell phones and data-transmitting pagers are prohibited.

• Safety: Wear industry-standard Personal Protective Equipment (PPE) at all times.

• Inmate Management: Maintain professional relationships with inmates and immediately notify FBOP escort of any contact.

• Additional Considerations: Jeans are permitted; green or khaki clothing is not. Attire must be suitable for the services. Smoking is restricted to designated areas.
