• The solicitation itself is amended as noted in Item 11.

• The "SUMMARY: Litchfield Alfalfa" section on page 2 provides the subject matter.

• The Period of Performance (POP) is specified as 04/01/2026 to 11/30/2026.

• Offers must acknowledge receipt of this amendment.

• Responses should be submitted to lehlinger@ios.doi.gov.

• The purchase order will be firm fixed, and all shipping and travel costs should be included in the line items.

• Quotes are to be submitted F.O.B. DESTINATION.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for obtaining alfalfa hay to feed wild horses and burros at the Bureau of Land Management (BLM) Litchfield Wild Horse and Burro Facility in Litchfield, CA.

• Task 1: Procurement and delivery of 1000 tons of small, 3-twine alfalfa hay bales (100-130 lbs each).

• Task 2: Procurement and delivery of 1000 tons of large, 3x4 alfalfa hay bales (1200-1500 lbs each).

• Deliveries for both tasks are scheduled from April 1, 2026, through November 30, 2026.

• Must be from the 2025/2026 crops and domestically grown.

• Must be sun-cured, free of moisture damage, mold, dust, specific weeds (Russian thistle, Prickly herb, "cheat" grass, foxtails), corn stalk, bearded grain awns, and other unhealthy forage.

• Crude protein level must be between 12% and 18%.

• Must be free from animal contamination, dangerous pesticides, and foreign matter (wire, nails, debris).

• Hay must be cut with a crimper and baled with Rat and Rot-proof twine.

• Bales must be uniform in length; ragged bales are unacceptable.

• Loose wire/twine or broken bales are unacceptable.

• Bales from the California Correctional Center, Susanville, CA, will not be accepted.

• Round bales are not acceptable for either Task 1 or Task 2.

• Location: Litchfield Wild Horse and Burro Corrals, 474-000 Highway 395 East Litchfield California 96117 (F.O.B. Destination).

• Weight Tickets: Certified weight tickets from the contractor's facility and confirmed at destination are required.

• Unloading: Contractor is responsible for providing equipment to offload hay; bales to be stacked 8-13 tiers high.

• Notification: Three workdays prior to shipping, the contractor must notify the Contracting Officer’s Representative (COR) of anticipated tonnage, carrier name, and confirm barn capacity. The COR may adjust delivery schedules based on inventory and needs.

• Delivery Times: Monday-Friday, 7:30 a.m. - 2:30 p.m. PST, excluding national holidays. Emergency weekend/holiday deliveries may be requested with prior notification.

• Multiple deliveries are expected.

This is a combined synopsis/solicitation for commercial items for the purchase of hay. The Bureau of Land Management (BLM), Northern California Support Office, requires hay to be delivered to Litchfield, CA. This announcement serves as the only solicitation, and a written solicitation will not be issued. It is a firm, fixed-price quotation request.

• The overall quote must consist of a completed Standard Form 18 and demonstrate capability to meet the technical aptitude of the Statement of Work (SOW).

• This solicitation is set-aside for small business under North American Industry Classification System (NAICS) code 111940 (Hay Farming).

• Small Business Annual Receipts for the preceding three fiscal years must not exceed $2.5 Million.

• Offerors must submit only the requested items, not the entire solicitation.

• All responses must be in accordance with the attached Solicitation, Contract Clauses, Specifications, Requirements, Provisions, Terms, and Conditions.

• Shipping and travel costs must be included in the line items.

• Task 1: 1000 tons of alfalfa hay in small 3-twine bales (100-130 lbs each). Deliveries from April 1, 2026, through November 30, 2026.

• Task 2: 1000 tons of alfalfa hay in large 3x4 bales (1200-1500 lbs each). Deliveries from April 1, 2026, through November 30, 2026.

• Must be from 2025/2026 crops, domestically grown, sun-cured, and properly stored.

• Must be free of mold, dust, weeds (including Russian thistle, "cheat" grass, foxtails), corn stalk, bearded grain, and other unhealthy forage.

• Suitable for wild horses, with a crude protein level between 12% and 18%.

• Must be free from animal contamination, dangerous pesticides, and foreign matter (e.g., wire, nails).

• Hay to be cut with a crimper and baled with rat and rot-proof twine.

• Small bales (Task 1) must be 3-twine, 100-130 lbs. Round bales are not acceptable.
