• Delivery Address: U.S. Consumer Product Safety Commission, National Product Testing Laboratory, 5 Research Place, Rockville, MD 20850.

• Deliveries must be made to the loading dock area accessible from the parking entrance on Research Place (east side of the building).

• Deliveries may not be left outside the building unless specifically directed by CPSC staff.

• Purchase Order Number must be referenced when scheduling deliveries and clearly displayed on all packages.

• Small Item Deliveries: Monday-Friday, 9:00 a.m. - 4:00 p.m. (except holidays). Prior arrangements needed for outside these hours.

• Large/Heavy Item Deliveries: Scheduled 24 hours in advance, Monday-Friday, 9:00 a.m. - 3:00 p.m. (except holidays). Requires scheduling for CPSC lift truck operators or handling support.

• Billing: Invoices must be submitted electronically through the Invoice Processing Platform (IPP).

• Inspection & Acceptance: Materials/services will ordinarily be inspected within seven (7) business days after receipt, unless otherwise stated in the SOW or Description.

• Submission Deadline: Quotations must be emailed to dbraswell@cpsc.gov no later than July 10, 2026, at 12:00 p.m. EST.

• Evaluation: Quotes will be evaluated for technical acceptability and price reasonableness. Technical acceptability requires all items to be included; partial quotes will not be accepted.

• Best Value: The government reserves the right to request quote revisions to reach a best value determination.

• Active registration in www.SAM.gov is mandatory for award.

• This document incorporates numerous FAR clauses by reference. Full text is available upon request or electronically via provided links.
