Q&A
Q: We have a clarification question regarding an answer provided in Amendment 2. Question 12 is regarding a situation where a subcontractor is providing past performance. The answer indicates that the subcontractor should submit PPQ’s directly to the Government. However, since a subcontractor does not have privity of contract with the Government and only with the Prime, we believe that this might cause concern from the Government. Should the subcontractors provide the PPQ’s to their respective Primes?
A: The offeror can send the PPQ to their respective Prime for the Prime to pass it over to the corresponding Government official (ie COR). The offeror must follow instructions in Section L about providing the list with their proposal and ensure that the Government contract number is identified.
