This announcement seeks to identify small business concerns capable of performing the LLA Levee Pump System Upgrade project. The U.S. Army Corps of Engineers, Walla Walla District, is procuring construction services for pump house upgrades in Lewiston, ID. This is NOT a solicitation, and no contract will be awarded from this notice. Responses will help determine if the requirement can be set aside for small businesses.

The project involves the removal and replacement of pumps, motors, Motor Control Centers (MCCs), and programmable logic controllers (PLCs) at four levee pump stations. It also includes upgrading alarm systems, installing new water level sensing equipment (Infra Red sensors with possible radar backup), and potentially installing new PLCs, radios, and auto-dialer systems. Demolition of existing PLC equipment and conduits is also required at Lindsay Creek. Specific work at each station includes: - West Pump Station: Replace pumps #3-5, install new water level sensing equipment, replace MCCs, and install new PLCs. - 5B Pump Station: Remove/replace all six motors and pumps, install new water level sensing equipment, replace MCCs, and install new PLCs. - 5A Pumping Station: Remove/replace all three motors and pumps, install new water level sensing equipment, replace MCCs, and install new PLCs. - East Pumping Station: Remove/replace all three motors and pumps, install new water level sensing equipment, replace MCCs, and install new PLCs.

• Electrical/mechanical installation experience, laborers, and physical means to access pump stations.
• Compliance with EM 385-1-1 (Corps of Engineers Safety and Health Requirements Manual).
• Development and submission of an on-site Safety and Health program, including an Accident Prevention Plan and Fall Protection Plan.
• A qualified Site Safety and Health Officer (SSHO) with at least 5 years of construction safety experience.
• A qualified Fall Protection Competent Person with at least 2 years of supervisory experience.
• Furnish mobile crane equipment, operators, and rigging equipment.
• Furnish construction equipment for elevated work (scaffolding, lifts, etc.).
• Establish and manage a Contractor Quality Control Program, including a CQC Plan.
• A CQC System Manager on-site for each shift with at least 5 years of relevant experience.

• 3-5 project examples (completed in the last 10 years) demonstrating experience with 3-phase motors (60HP+) and low voltage MCCs. Include narrative, dollar value, and completion date for each.
• Statement of special qualifications/certifications.
