Existing indoor air handlers will be adapted for ventilation and emergency backup heat. The contractor must ensure all installations meet applicable Corps of Engineers and OSHA safety standards, building and electrical codes, and prevailing wage requirements.

Specific system requirements are detailed for three areas:

  • Open Office Area: Multi-head ductless heat pump system (4 ton, 48,000 BTU/hr, SEER2 22, HSPF2 11, R-454B) with four 12,000 BTU/hr indoor units.
  • Office, Copy Room, Electrical Room: Multi-head ductless heat pump system (2 ton, 24,000 BTU/hr, SEER2 22, HSPF2 10, R-454B) with three indoor units (two 12,000 BTU/hr, one 9,000 BTU/hr).
  • Conference Room: Ductless heat pump system (1.5 ton, 18,000 BTU/hr, SEER2 19, HSPF2 11, R-454B) with one 18,000 BTU/hr drop-ceiling mounted cassette indoor unit. All systems must be brand new, the latest version, and ideally from the same manufacturer. A minimum one-year warranty on all parts and labor is required. Two hard copies and one electronic PDF of Operation and Maintenance Manuals must be provided.

Registration is mandatory and must be completed by emailing Michael.E.Votaw@usace.army.mil no later than 9:00 A.M. PT on March 17, 2026. Attendees require picture identification and prior registration. Failure to inspect the site will not be grounds for a claim after contract award.

Additional Notes

Offerors must be registered in SAM.gov. Quotes must include shipping costs and be valid for 30 calendar days. The Government is exempt from paying local and state taxes. Wage determinations for Benton and Franklin Counties, WA, apply, and bidders must account for minimum labor costs and fringe benefits. Architectural and engineering drawings are provided for detailed specifications.
