Scope of Work
The successful offeror will be responsible for the complete replacement of existing HVAC systems. This includes:
- Supplying, installing, and commissioning new, high-efficiency, cold-climate, ductless heat pump systems.
- Removing and properly disposing of existing outdoor condenser units, line sets, wire whips, and mounting pads.
- Evacuating freon from existing indoor air handlers, which will remain in place for ventilation and emergency backup heat. Line sets for these units must be capped.
- Adapting, modifying, or upgrading existing drain lines and electrical wiring as needed to ensure proper connection of the new systems at no additional cost to the government.
Key Requirements & Equipment Specifications
The project requires brand new, latest version equipment, preferably from the same manufacturer. Specific system requirements are detailed for three distinct areas:
- Open Office Area: 4-ton outdoor unit (SEER2 22, HSPF2 11, R-454B refrigerant) with four 12,000 BTU/hr high wall-mounted indoor units.
- Office, Copy Room, Electrical Room: 2-ton outdoor unit (SEER2 22, HSPF2 10, R-454B refrigerant) with three indoor units (two 12,000 BTU/hr, one 9,000 BTU/hr).
- Conference Room: 1.5-ton outdoor unit (SEER2 19, HSPF2 11, R-454B refrigerant) with one 18,000 BTU/hr drop-ceiling mounted cassette indoor unit. All systems must meet or exceed Corps of Engineers and OSHA safety standards, building/electrical codes, and prevailing wage requirements. Commissioning of the new system is mandatory.
Contractor Qualifications & Contract Details
- Qualifications: Offerors must be licensed and bonded HVAC companies with at least 10 years of experience installing and servicing commercial/industrial HVAC systems. Proof of experience is required with the bid.
- Submittals: Required documentation includes Operation & Maintenance Manuals (2 hard copies, 1 PDF), product data, as-built drawings, installation/operation/maintenance instructions, and commissioning reports.
- Security & Safety: Compliance with DoD and Army security training, physical access control, E-Verify program (FAR clause 52.222-54), EM 385-1-1 (USACE Safety Manual), and 29 CFR 1910 (OSHA) is mandatory. Specific safety training for personnel is also required.
- Warranty: A minimum one-year warranty on all parts, labor, and workmanship is required, with longer manufacturer standard warranties applying.
- Delivery & Installation: All items are to be delivered FOB, installed, and commissioned within 4 weeks of contract award. Shipments must be coordinated at least one week in advance.
