Scope of Work

Offerors are requested to provide, at no cost to the Government:

  • Evidence of current Industrial membership to the International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA).
  • A port assessment of existing VTS systems, including remote sensor sites, Radio/AIS Equipment & Voice Communications Systems, and Maritime Control Systems (VTMIS).
  • A proposed turnkey transformation plan addressing:
    • Laydown of replacement sensors.
    • Vessel Traffic Center with VTS Watchstander Interfaces.
    • VHF transceivers with integrated recording.
    • Network/Sensor connection, UPS, Racks, etc.
    • Sustainment Plan and Training Plan.
  • All VTS equipment and system processes must comply with IALA-standards.
  • A presentation and technical demonstration to US government representatives and industry partners, including:
    • Display of proposed VTC interfaces.
    • Proposed turnkey transformation plan.
    • ROM costs for full turnkey transformation (system replacement and training).
    • ROM costs for annual sustainment (5-year estimate).
