Purpose & Scope

This market research aims to identify qualified offerors capable of providing a turnkey pulse power solution for the ARES. The ARES will address a test capability shortfall for the Sentinel ICBM program and supplement the existing Large Flash X-Ray (LFXR) simulator. The scope includes engineering, design, manufacturing, integration, testing, and validation of the ARES, utilizing Commercial Off-the-Shelf (COTS) equipment and open architecture where possible. The contractor will be responsible for developing design documentation, ensuring compliance with various standards (corrosion, safety, environmental), managing an Integrated Master Schedule (IMS) and Earned Value Management (EVM), and delivering a Technical Data Package (TDP).

Requested Information

Interested offerors are requested to submit a white paper (maximum 22 pages) addressing:

  • Company Information: Name, POC, address, business type/size, CAGE code, DUNS number, and confirmation of approval under NAICS 334517 (Irradiation Apparatus Manufacturing).
  • General Experience: Capabilities in Blumlein simulator technology (design, manufacturing, integration, testing, shipping, handover), particularly with similar-sized (14’ diameter, 60 stage Marx capacitor) high TRL (≥ 6) systems for DoD/DOE missile defense, nuclear modernization, or space missions.
  • Program Management: Experience managing total design efforts, supporting radiation facility design as an Integrated Product Team (IPT) stakeholder, and procuring long-lead items.
  • Baseline ARES Design: Experience in designing, assembling, and factory testing subsystems, including knowledge of radiation shielding and risk reduction for high voltage components.
  • Proposed Program Plan: Experience defining and managing IMS, coordinating Integrated Baseline Reviews (IBRs), reporting costs/technical data (CADE, CSDR), and managing risk, schedule, cost, and performance.
  • Teaming Arrangements: Current plans for teaming, especially for long-lead items.
  • Intent to Propose: Whether the company would submit a proposal if the project is competed.

Project Details

The contract is anticipated to have a 7-year ordering period. The ARES will be installed at the LMTF in Ogden, Utah, with the new radiation facility expected to be completed in late 2032, followed by approximately two years for ARES assembly, integration, and testing. Key Performance Parameters (KPPs) and Key System Attributes (KSAs) will define performance metrics. Special requirements include strict adherence to security protocols (potential access to classified data), Government assertion of Unlimited Rights to all developed data, compliance with Air Force configuration management, Cost and Software Data Reporting (CSDR), Earned Value Management System (EVMS), and utilization of small business subcontracting goals.
