Scope of Work
This effort seeks capabilities for LAP of various mortar cartridges, including:
- High Explosive (HE) Cartridges: 60mm (M768A1/M720A2, M1061), 81mm (M889A4, M821A4), and 120mm (M934A1/M933A1). These munitions are for personnel and materiel targets, providing fragmentation and blast effects.
- Full Range Practice Cartridges (FRPC): 60mm (M769), 81mm (M879A1), and 120mm (M931). These are hollow shell bodies with no energetic fill, providing flash, bang, and/or smoke signatures for training.
Key components will be provided as Government Furnished Material (GFM), including fuzes, fin assemblies, propelling charges, ignition cartridges, shell bodies, and explosive fills.

Requirements for Sources
Interested sources should demonstrate capabilities in:
- Development: Tooling, fixtures, production processes, gauges, and inspection plans.
- Production & Delivery: First article sample within 180 days after contract award (DACA), production delivery within 270 DACA.
- Product Improvement: For component manufacturing and design.
- Proven Monthly Production Rates (non-concurrent):
- 20,000 per month for 60mm HE cartridges
- 20,000 per month for 81mm HE cartridges
- 10,000 per month for 120mm HE cartridges
- 10,000 per month for 60mm FRPC cartridges
- 10,000 per month for 81mm FRPC cartridges
- 10,000 per month for 120mm FRPC cartridges
- Ability to acquire facilities with sufficient safety clearance for explosives.
Submission Information
Respondents must provide company details (name, address, CAGE, POC, business size), facility location, summary of capabilities (in-house/subcontracted), LAP experience (last 10 years), proven production rates, and possible partnering arrangements. Respondents to an eventual solicitation will need to be Joint Certification Program (JCP) certified.
