Scope of Work
This effort seeks to identify contractors capable of LAP for various mortar cartridges, including:
- High Explosive (HE) Mortars: 60mm (M768A1/M720A2, M1061), 81mm (M889A4, M821A4), and 120mm (M934A1/M933A1). These are for use in various mortar systems against personnel and materiel targets.
- Practice Mortar Cartridges: 60mm M769, 81mm M879A1, and 120mm M931 FRPC, which provide audio/visual feedback for training.
Key components will be provided as Government Furnished Material (GFM), including fuzes, fin assemblies, propelling charges, ignition cartridges, shell bodies, explosive fills, and booster materials.

Requirements & Capabilities
Interested sources must demonstrate capabilities in:
- Development: Tooling, fixtures, production processes, gauges, and inspection plans.
- Production & Delivery: First article sample within 180 days after contract award (DACA), production delivery within 270 DACA, and normal delivery schedules.
- Product Improvement: For component manufacturing and design.
- Proven Monthly Production Rates: 20,000 for 60mm/81mm HE, 10,000 for 120mm HE, and 10,000 for all FRPC cartridges.
- Ability to acquire facilities with sufficient safety clearance for explosives.
Submission Details
Respondents should provide company information (name, address, CAGE, POC, business size, facility location), a summary of capabilities (including in-house/subcontracted processes), LAP experience (last 10 years), proven monthly production rates, and information on potential partnering/teaming arrangements. The Government Technical Data Package (TDP) is marked Distribution Statement D and requires a signed NDA, Technical Data Request Questionnaire (Form 1350), and a valid Military Critical Certification (DD2345) for access. Respondents to an eventual solicitation will need to be Joint Certification Program (JCP) certified.
