This document provides answers to questions and clarifications regarding the Loading Dock Repair solicitation (FA441726Q0082).

• Pricing Structure: The contract awarded will be a Firm-Fixed Price (FFP) contract. The SOW includes both inspection and repair, with the scope of repairs to be determined after a physical inspection.
• Site Visit: A pre-bid site visit is not scheduled for this requirement.
• Photos: Photos of the loading dock equipment (THINMAN leveler and hydraulic docking plate) are provided within this document to assist contractors in their assessment.

Bidders should note that no site visit will be conducted. The provided photos are intended to supplement the SOW for assessment purposes. The contract type is confirmed as Firm-Fixed Price.

This solicitation is for "SOLRS Loading Dock Repair" to repair the loading dock plate and leveler to facilitate safe loading operations. The work requires providing all necessary labor and equipment.

• Evaluation Factors: Price and Technical Capability. Quotes will be arranged by total price (lowest to highest) and reviewed for technical capability on an Acceptable/Unacceptable basis.

• Technical capability will be evidenced by adherence to the Statement of Work.

• This acquisition is set aside 100% for Small Business.

• The solicitation incorporates FAR clauses 52.212-1, 52.212-3, and 52.212-5 by reference.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide all management, tools, supplies, equipment, and labor necessary to provide for and repair the dock plate and leveler, enabling safe loading/downloading of commercial/military vehicles and equipment at Hurlburt Field, FL.

• Inspect, quote, and repair a THINMAN leveler (Serial number 20jc720058C) and the hydraulic docking plate.

• Provide mounting stations, equipment, and materials for the functionality of the dock and leveler.

• Inspect functionality of existing pistons/velocity fuses, and flow control valves.

• Install new weather strips.

• Provide professional installation and hydraulic services to install/connect units to existing electrical systems.

• Install/dispose of old parts.

• Uncrate/unpack new items, perform required assembly per manufacturer's instructions, and remove/dispose of packing material off-base.

• Vendor must have documented history of installing/performing maintenance on this type of equipment.

• A license to perform the repair must be presented before award of contract.

• Installation shall not last more than 7 calendar days from project start.

• Location: East side of building 90639, Hurlburt Field, FL.

• Normal Hours of Operation: Monday-Friday, 0630 to 1600, excluding federal holidays.

• Extended hours may be approved by the Contracting Officer for timely completion.

• Installation dates/times must be coordinated and approved in advance by 1SOLRS personnel.

• Base Access: Contractor personnel require base identification, special clearances, and vehicle passes. An employee listing must be submitted to the Contracting Officer at least 3 days prior to performance start and at least one day prior to any changes. Employees with active warrants or felonies will not be granted access. Two forms of identification are required for base access. If driving on base, a valid driver's license, vehicle registration, and proof of insurance are required. Commercial Gate Control Center closes at 1800.

• Weapons: Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or in their vehicles while on Hurlburt Field.

• Driving: Contractor and employees must comply with base traffic regulations and ensure employees have a valid driver's license for the type of vehicle being driven.

• Holidays: Service is not required on New Year's Day, MLK Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day. Holiday observance follows specific rules if falling on a weekend.

• Base Access: Contractor personnel require base identification, special clearances, and vehicle passes. An employee listing must be submitted to the Contracting Officer at least 3 days prior to performance start and one day prior to any changes.
