Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) requires a Contractor to provide local exchange access services, analog and digital access transport services, and inter/intra-Local Access Transport Area (LATA) interconnect functions. The services include transmission facilities, equipment, materials, maintenance, test equipment, and design to provide local access and transport services to designated demarcation points and destinations. This includes operator assistance, directory assistance, and emergency E911 services, limited to official Government services.

• Local Commercial Communications Services: Includes installation and cutover of services, commercial subscriber lines, exchange access trunks, and transport services.

• Commercial Subscriber Lines: Basic services include dial tone, direct inward/outward dialing, DTMF capability, equal access, call blocking, operator assistance blocking, and E911/311 services. Additional features may be available.

• CENTREX Features: Basic Feature Package (CBFP) required, with minimum backups for emergency E911 services.

• Exchange Access Trunks: Basic services include direct inward/outward dialing, two-way dialing, trunk busy tones, DTMF signaling, access services, DACC blocking, trunk establishment, automatic trunk selection, and access to 1-800 calling and GETS.

• Transport Services: Includes local exchange transport channel services for various line types (analog, ISDN, HDSL, DS-1, DS-3, OC-1, OC-3, OC-12, OC-48).

• Circuit Termination: At the Government installation, includes MDF, DSX panels, and RJ-45 jack fields.

• Restoration of Service and Maintenance: Contractor must provide a 24/7 point of contact for service outages, with specified response and restoration times based on outage classification (Catastrophic, Emergency, Serious, Routine).

• Diversity/Diverse Routing: Required for local communications services.

• Operator Assistance: Provided for local exchange and access services.

• E911/311 Services: Access to enhanced 911 services, including transmission of ANI/ALI information to PSAPs and updating the Master Street Address Guide (MSAG).

• Restoration of service within specified timeframes for different outage classifications (e.g., 4 hours for Catastrophic, 8 hours for Emergency, 24 hours for Serious, 2 calendar days for Routine).

• Future services installation/disconnection within defined timeframes (1 day for Emergency, 5 days for Priority, 10 days for Routine).

• Traffic measurement and analysis as required.

• Installation and cutover to be completed no later than 120 calendar days after Government acceptance of the cut-over plan.

• Services are for designated demarcation points and destinations as specified in Appendix 10.

• Contractor equipment must be upgradeable or expandable.

• Contractor must follow all applicable safety, environmental, and federal, state, and local regulations.

• Hazardous Material Reporting and Ozone Depletion prevention are required.

• Work Clearance Requests are necessary for trenching, digging, or modifying facilities.

• Accident/Incident Reporting and Investigation procedures must be followed.

• Section 508 Compliance is exempt under FAR 39.204(d).
