Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) requires a Contractor to provide local exchange access services, analog and digital access transport services, and inter/intra-Local Access Transport Area (LATA) interconnect functions. The Contractor will provide transmission facilities, equipment, materials, maintenance, test equipment, and design to deliver local access and transport services to designated points.

• Local Exchange Access Services: Includes commercial subscriber lines, off-premise extensions, CENTREX, and exchange access trunks.

  • Commercial Subscriber Lines: Basic services include dial tone, direct inward/outward dialing, DTMF capability, equal access, call blocking for NPA 900/976, block operator assistance, E911/911, 311 services, non-published directory numbers, service disconnect with referral, blocking of Directory Assistance Call Completion, third-party billing, 10-10 dialing, collect calls, and automatic call return.
  • Additional Features: May include individual or group features as specified in Appendix 10.
  • Centrex Features: Basic Feature Package (CBFP) as specified in Appendix 10, with backups for emergency E911 services.
  • Exchange Access Trunks: Basic services include direct inward/outward dialing, two-way dialing, channelization of digital trunks, trunk busy tones, DTMF/dial pulse signaling, access services, blocking DACC, trunk establishment, automatic trunk member selection, automatic trunk group alternate route selection, blocking third-party billing, access to 1-800 calling, access to Government Emergency Telephone System (GETS), and Caller ID.

• Transport Services: Includes local exchange transport channel services for analog lines, ISDN lines, alarm circuits, data circuits up to 64 Kbps, Primary Rate ISDN, Broadband-ISDN, HDSL, DS-1, DS-3, OC-1, OC-3, OC-12, and OC-48.

• Circuit Termination: At the Government installation, includes Main Distribution Frame (MDF), DSX panels, RJ-45 jack fields, and fiber optic patch panels.

• Diversity/Diverse Routing: Contractor shall provide diversity for local communications services as required in Appendix 10, ensuring redundant paths.

• Restoration of Service and Maintenance: Contractor must provide a 24/7 point of contact (POC). Outage classifications and response times:

  • Catastrophic Outage: Restore within 4 hours.
  • Emergency Outage: Restore within 8 hours.
  • Serious Outage: Restore within 24 hours.
  • Routine Outage: Restore within 2 calendar days.

• Installation and Cutover: Must be completed no later than 120 calendar days after Government acceptance of the cut-over plan.

• Customer and Communications Service Records: Update within 10 working days after service activation/deactivation.

• Services are required at Aberdeen Proving Ground (Aberdeen and Edgewood Areas), Maryland.

• Specific locations and demarcation points are detailed in Appendix 10.

• Government will provide rack space and electrical power for Contractor's transmission equipment (limited to two relay racks).

• Contractor's equipment must be upgradeable or expandable.

• Contractor shall coordinate with the Contracting Officer's Representative (COR) for installation, removal, or changes to equipment.

• Contractor shall follow all applicable safety, health, and environmental regulations, including OSHA and ANSI standards.

• No ozone-depleting chemicals or compounds shall be used.

• Work clearance requests are required before trenching, digging, or modifying facilities.

• Accident/Incident Reporting and Investigation required.

• Services are exempt under FAR 39.204(d) for Section 508 Compliance.
