Scope of Work
The contractor will provide local commercial communications services, including Direct-In-Dial Directory Numbers and Local Exchange Digital (ISDN PRI) Trunks, as defined by the State of Texas. Specific services include Directory Assistance Call Completion (DACC), Directory Assistance, third-party billing, 10-10 dialing, Collect Calls, and Automatic Call Return. The contractor must ensure local access service areas are defined and maintained, provide number portability, and coordinate with the Contracting Officer Representative (COR).
Important Note: This requirement specifically covers existing TDM circuits. Technical solutions involving SIP or IP communications will not be accepted by the US Army NETCOM G4 Contracting Officer, as the migration to IP is handled under a separate DISA initiative.
Submission Requirements
Quotations must be submitted via email to the Contracting Officer by the response date. Only facilities-based incumbent and competitive local exchange carriers certified by the State of Texas to provide local exchange services will be accepted. Submissions must include:
- The Offeror's Unique Entity Identifier (UEI) number.
- Proof of certification by the State of Texas.
- A completed Pricing Schedule (26QA009 Price Quotation.xlsx) with prices for ALL circuits listed in the Statement of Work, Appendix 10. Unit prices must be limited to two decimal places, and non-priced SLINs identified as 'NSP' or 'NC'. Offerors must identify and include all applicable taxes, fees, and surcharges, excluding those from which the Federal Government is exempt.
- A detailed Technical Solution, including a narrative and network diagram, describing the Offeror's facilities, network, and infrastructure. Long distance charges are out of scope, and solutions must allow the US Army to designate DISA's mandatory long distance provider.
- Past Performance Information from recent contracts (within the last three years) demonstrating relevant experience in local exchange services.
Quotations will be accepted on an "all or none" basis; partial quotes will not be considered. Offers must remain firm for 90 days.
Evaluation Factors
Award will be made to the responsible Offeror whose quotation is most advantageous to the Government, considering price and other factors. Evaluation factors include:
- Price: Total amount for the base year and all option years.
- Technical Capability: Rated Acceptable or Unacceptable based on meeting minimum solicitation and SOW requirements. Solutions proposing SIP or IP will be deemed technically unacceptable.
