The primary mission of these local guard services is to protect United States personnel, facilities, and equipment from damage or loss due to violent attack and theft. This includes preventing unauthorized access, protecting life, maintaining order, deterring criminal and terrorist attacks, and preventing damage to U.S. assets. Services encompass access control, operation of security equipment (X-ray, metal detection, alarm monitoring), roving and mobile patrols, incident response, and supervision.
Key Requirements & Capabilities
Potential offerors must demonstrate capabilities in:
- Host Country Compliance: Adherence to local laws for licenses, work authorizations, firearms permits, labor laws (including benefits/wages), and tax laws.
- Operational Security: Providing 24/7 guard staff with immediate backfill, operating a radio network, familiarity with security equipment (GEMS, CAMS, CCTV, x-ray, explosive detection), and furnishing guard force equipment (uniforms, vehicles, weapons).
- Personnel Management: Training personnel in firearms, x-ray, radio equipment, GEMS, explosive detection, CCTV, and chemical/biological awareness; managing labor actions; hiring and training host country nationals; and screening personnel.
- Logistics & Administration: Managing contract transitions, Government-Furnished Property, customs and import/export regulations, and organized billing/invoicing procedures.
- Business Qualifications: Ability to provide required insurance, experience with NAICS code 561612 (Guard Services), and current/ability to obtain a security license in the UAE.
