Scope of Work
The requirement is for comprehensive local guard services, including both standard and additional/emergency services. Key responsibilities involve:
- Protecting U.S. Government personnel, facilities, and equipment from attack and theft.
- Controlling access through screening personnel, vehicles, and packages.
- Operating security equipment (X-ray, metal detection, alarm monitoring).
- Conducting roving foot and mobile patrols.
- Maintaining order, deterring criminal/terrorist attacks, and preventing damage to U.S. assets.
- Responding to alarms and security incidents.
- Maintaining detailed logs and records, including incident reports.
- Providing supervision, including Project Managers and Guard Force Commanders.
- Operating and maintaining communication systems and vehicles.
Key Requirements & Capabilities
Vendors must demonstrate capabilities in:
- Compliance: Adherence to host country laws (licenses, labor, tax, insurance), AECA, and ITAR.
- Operations: Operating a radio network, familiarity with security equipment (GEMS, CAMS, CCTV, x-ray, explosive detection), furnishing guard force equipment (uniforms, vehicles, weapons).
- Personnel: Overcoming language barriers, providing trained personnel (firearms, x-ray, radio), maintaining 24/7 guard staff with backfill, managing labor actions, hiring/training host country nationals, providing equipment technicians.
- Logistics: Adapting workforce to unfamiliar laws/customs, navigating customs/import/export, managing contract transitions and Government-Furnished Property.
- Management: Screening personnel, strong situational decision-making, organized billing.
- Special Requirements: Contractor personnel must be trained and qualified. COR-approved guards from the previous contract have the right of first refusal. Contractors must provide Transition and Contingency Plans. Mobile patrol vehicles must be new, 4x4 SUVs at contract start.
