Scope of Work

Physicians will also accept duty calls when not at the Embassy, liaise with Embassy medical personnel (Registered Nurse, Regional Medical Officer), and provide additional services as needed, especially during the Embassy Nurse's absence. The Embassy will provide all necessary medical materials and supplies.

Key Requirements

The contractor must provide a primary physician and up to two qualified back-up physicians. The primary physician must be fluent in English and Estonian, hold a medical degree, possess a valid medical license, and be eligible to practice in Estonia. The contractor is responsible for creating and maintaining medical records for all patient encounters, with copies provided to the U.S. Embassy Health Unit.

Contract Details

This will be a firm-fixed-price contract with a period of performance consisting of one base year and two (2) one-year option periods. The estimated base year is from July 1, 2026, to June 30, 2027. Pricing must be submitted in local currency (Euro), with Value Added Tax (VAT) listed as a separate line item.

Submission & Evaluation

Quotations must be submitted electronically in English to TallinnGSOProcurement@state.gov by June 22, 2026, at 17:00 Estonian time. Acceptable formats include MS-Word, MS-Excel, or Adobe Acrobat (PDF), not exceeding 30MB per file. Evaluation will be based on price and other factors, including technical acceptability, financial resources, ability to meet performance periods, integrity, organization, experience, skills, equipment, facilities, and eligibility.
