Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for essential Local Telecommunication Services (LTS) to support Maxwell AFB – Gunter Annex, AL. The goal is to provide these services in a performance-based manner, encouraging the contractor to suggest improvements to existing LTS processes.

• Provide local access to designated circuit demarcation points, including necessary equipment, wiring, and infrastructure compatible with current Government infrastructure.

• Offer operator assistance functions.

• Services exclude residential or business services for non-Government entities or contractors.

• Adhere to FCC, PUC, DoD, AF, and industry standards.

• Install transmission equipment and cables for local exchange access and transport service circuits.

• Coordinate with the Government Point of Contact (POC) for installations.

• Aerial cable installations are not authorized.

• Outages:

  • Scheduled: Notify Government POC 30 days in advance with detailed explanation and downtime. Minimize user inconvenience.
  • Unscheduled: Government POC assigns outage category and repair priority. Contractor notifies POC verbally and follows up via email.
  • Response/Restoration Times: Specific times are defined for Catastrophic (1 hr response, determined restoration), Emergency (1 hr response, 8 hr restoration), Serious (1 hr response, 24 hr restoration), and Routine (1 hr response, 2 calendar day restoration) outages, all coordinated with the Government POC and adhering to TSP and RPL.

• Services Summary (SS):

  • Continuous operation of local phone service 24/7/365 with 99.9% availability.
  • Timely and detailed notification of scheduled outages (100% of time).
  • Timely response and restoration for all outage priority levels (100% of time).

• Grade of Service: Ensure end-to-end QoS for packetized voice grade, VoIP, and real-time traffic.

• Services support Maxwell AFB – Gunter Annex, AL.

• Continuous operation required 24/7/365.

• Personnel: Contractor must ensure sufficient, qualified personnel with OEM certifications.

• Government Provided Space and Services: Government provides rack space (1 rack, 3U in Building 942), environmental controls, and conditioned power. Wall space is not required.

• Government Emergency Telecommunications Service (GETS): Contractor must have access to NPA (710) for GETS.

• Interconnection Agreements & Cutover Plans: Non-incumbent contractors must submit IAs and an Initial Cutover Plan with their quote. A Final Cutover Plan is due 10 working days after award.

• Safety, Health, and Fire Protection: Follow local procedures and CFR 29, Part 1926.58.

• Manpower Reporting: Report labor hours via the Contractor Manpower Reporting Application (eCMRA).

• Security: Comply with installation access requirements, including base identification and vehicle passes. REAL ID-compliant credentials are required. Follow regulations for controlled/restricted areas and traffic laws. No unauthorized wireless electronic devices or firearms/ammunition.

• Site Specific Requirements (Appendix 1): Includes DID Directory Numbers (17,000 total), Commercial Subscriber Lines (3), SIP trunk with bandwidth for 250 simultaneous VoIP calls, and E911 compatibility. Routing diagrams are required.

• Telephone Directories: Provide an electronic directory annually.

Sources Sought Notice

This notice is a request for information from industry to assist the 42d Contracting Squadron, Maxwell AFB, AL, in finalizing the acquisition strategy for essential Local Telecommunication Services (LTS). This is NOT a solicitation, and proposals should not be submitted. The government does not intend to award a contract based on this notice.

• No Proposals: Do not submit proposals. This is a sources sought notice only.
• Feedback Use: All feedback and information received may be used to determine the appropriate acquisition strategy.
• No Reimbursement: Respondents will not be reimbursed for any costs incurred.
• No Return of Information: Submitted information will not be returned.

Respondents are asked to provide:

1. General Information:

   • Company name, address, POC, phone, email.
   • Business type (small, large, etc.), CAGE Code, DUNS Number.
   • NAICS code under which the company usually provides these requirements (rationale if not NAICS 517311).
   • Customary commercial contract terms that could make a resulting contract more effective.

2. Capabilities:

   • Confirmation of capability to meet the requirements in the attached Draft PWS ("Yes" or "No").
   • If "Yes", detailed capabilities, previous contracts (with POCs), and any relevant certifications (FCC, PUC).
   • Description of approach if the company is not primarily facilities-based.
