Statement of Work (SOW) / Performance Work Statement (PWS)

To procure a lock-in amplifier and an arbitrary waveform generator to create and demodulate signals for a laser doppler vibrometer measurement setup. This system will enable the measurement of electrical responses associated with surface vibrations in acoustic filter devices, crucial for predicting filter performance in mobile communications.

• Deliverables:

  • 1 Lock-in amplifier (analyze signals up to 600 MHz, at least two channels, demodulate at least 8 harmonic signals, 50 Ohm input impedance, 14 bits D/A conversion).
  • 1 Arbitrary waveform generator (at least 2.4 GSa/s, at least four channels, at least 250 MHz bandwidth, at least 5 volt output).
  • Transportation fees and related costs.

• Tasks: Create signals using the arbitrary waveform generator and demodulate them using the lock-in amplifier to measure electrical responses related to surface vibrations.

• The NIST TPOC will review deliverables and respond within 30 days/weeks of receipt.

• Government reserves the right to perform performance tests to verify system performance.

• Equipment must meet manufacturer's and/or Government's performance specifications.

• Period of Performance: Approximately 12 weeks ARO (After Receipt of Order). Includes 10 weeks for Factory Acceptance and 12 weeks for Inspection and Testing post-delivery.

• Place of Performance: NIST Boulder - 325 Broadway, Boulder CO 80305. Delivery to Building 1.

• Delivery Terms: F.O.B Destination.

• Warranty: Minimum of 1 year, covering full performance to specifications, including shipping costs for repair.

• Cybersecurity: Solution must comply with federal laws, regulations, and NIST SP 800-171, including requirements for system security plans, patching, access controls, vulnerability scanning, auditing, incident response, and encryption (FIPS 140-2/140-3 validated).

• Inspection & Acceptance: Visual inspection for damage, performance tests, and acceptance/rejection within a specified period after receipt. Ownership transfers upon acceptance.

• Deliverables include the lock-in amplifier, arbitrary waveform generator, and associated transportation fees and costs.

• The NIST TPOC will review deliverables and respond with acceptance or request for revision within 30 days/weeks of receipt.

• The Government reserves the right to perform performance tests and evaluations to verify system performance.

• A visual inspection for surface defects or transport damage will be performed.

• The Government may reject equipment due to defects or nonconformance at any time prior to acceptance.

• The contractor shall warranty the entire system for a minimum of 1 year post-acceptance, including full performance to manufacturer specifications and shipping costs for repair.

• Period of Performance: Approximately 12 weeks After Receipt of Order (ARO).

  • Factory Acceptance: 10 weeks ARO
  • System Delivery: 12 weeks ARO
  • Inspection and Testing: 12 weeks post-delivery

• Place of Performance: NIST Boulder - 325 Broadway, Boulder CO 80305. Delivery to Building 1.

• Cybersecurity and privacy protection consistent with federal laws and standards (FISMA, OMB Circular A-130, FIPS Publication 200) are required. This includes a system security plan, secure configuration baselines, restricted access to sensitive personally identifiable information (SPII), background investigations for personnel with SPII access, vulnerability scanning, auditing, incident response, and encryption of SPII in transit (TLS 1.2+) and at rest (FIPS 140-2/140-3 validated).

• Delivery Terms: F.O.B Destination (or equivalent, e.g., DDP). Contractor is responsible for packing, marking, delivery, and any loss or damage prior to receipt and acceptance at the specified delivery point.

• Ownership transfers to NIST upon acceptance.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services, issued as a Request for Quotation (RFQ) under FAR Part 12. The government is seeking quotations for specific laboratory instruments and related fees.

• CLIN 0001: Lock-In Amplifier (QTY 1, Each)
• CLIN 0002: Arbitrary Waveform Generator (QTY 1, Each)
• CLIN 0003: Transportation fees and other related costs at time of delivery (QTY 1)

  • Volume III: Terms and Conditions (completing required information and stating any exceptions).

• Evaluation Criteria: Award will be made to the responsible offeror meeting all technical specifications and proposing the lowest price.

• No prototypes, demonstrations, used, or refurbished instruments will be considered.

• The government may award without discussions based solely on initial quotes.
