Scope of Work

This solicitation is for the supply of a locking compound that must meet the requirements of A-A-59720-GRADE-AVV, manufactured to Federal Commercial Item Description (58536) and Military Specifications (81349). Key requirements include:

• Product: Locking Compound, Part Number A-A-59720-GRADE-AVV, Unit of Measure: BT (250ML).
• Shelf Life: 24 months, with at least 85% remaining at the time of shipment. Cure date and expiration date marking required.
• Marking: In accordance with MIL-STD-129, including manufacturer's FSCM/CAGE Code and part number on intermediate and unit packs.
• Hazardous Material: Offerors must list any hazardous material and submit Safety Data Sheets (SDS) and Globally Harmonized System (GHS) compliant product labels to NAVSUP WSS N94 via the Contracting Officer prior to award. An electronic copy must also be emailed to REBECCA.AGLOW@NAVY.MIL.
• Quality Assurance: Contractor must provide and maintain an inspection system acceptable to the Government.
• Packaging: MIL-STD 2073 applies. Specific guidance is provided for MIL-PRF-23199 packaging, particularly regarding MIL-DTL-24466 green poly bags for cleanliness controls. Fire retardant packaging is no longer required.
• Mercury Exclusion: No mercury or mercury-containing compounds shall be intentionally added or come into direct contact with hardware/supplies.

• Certifications: A Certificate of Compliance (DI-MISC-81356) and a Cure Date Certificate (DI-MISC-81318) are required at the time of material delivery for each unique combination of Contract/Purchase Order Number, National Stock Number, and Item Nomenclature.
