Scope of Work
The contractor will provide all necessary locksmith services, including installation, maintenance, repair, adjustment, and replacement of various lock systems, hardware, safes, security containers, access control systems, and emergency lockdown systems. A 24/7 emergency response capability is required. All work must comply with current Diplomatic Security (DS) physical security standards. Services are categorized into Routine Work Orders (within GWMA, <50 labor hours) and Project Work Orders (outside GWMA, large/complex, >=50 labor hours). Routine work orders are expected to be completed within 5 workdays. The contractor is responsible for providing all materials, tools, supplies, and equipment, with materials invoiced at actual cost without markup.
Contract Details

- Period of Performance: A Base Period of 12 months from the award date, followed by four 12-month Option Periods, and a potential six-month extension.
- Place of Performance: Department of State facilities within the National Capital Region (70-mile radius of the Capital Beltway) and throughout the Continental United States and Puerto Rico.
- Key Personnel: Required roles include a Part-Time Project Manager and Full-Time Expert/Lead, Specialist, and Journeyman Locksmiths.
Eligibility & Set-Aside
This is a Total Small Business Set-Aside. Offerors must possess a Final Top-Secret Facility Clearance (FCL), and at least 50% of proposed staff must maintain Final Top Secret clearances. Proposed locksmith personnel must hold GSA lock certification and other relevant certifications (e.g., ALOA, Medeco, Kaba-Mas).
Submission & Evaluation

- Evaluation: Proposals will undergo a best-value tradeoff process in three phases: Go/No-Go (Volume 1), Technical (Volume 2), and Price (Volume 3). Technical Approach and Management Approach are of equal importance and significantly more important than Key Personnel and Price.
- Required Deliverables: Include a Quality Control Plan, Staffing Plan, and Health and Safety Program.
