The Department of State (DOS), Bureau of Administration, Domestic Operations & Emergency Services Office, General Services Management Office (A/DOES/GSM) is responsible for the installation, maintenance, and repair of all locks and associated hardware for doors, vaults, safes, locking file cabinets, security containers, and secure spaces under its jurisdiction. Locksmith services will be procured for facilities throughout the continental United States and Puerto Rico, divided into Work Orders for services within the Greater Washington Metropolitan Area and Project Work Orders for services outside this area or for large/complex projects.

• Contract Type: Time-and-Materials (T&M).

• Services: Installation, maintenance, repair, adjustment, and replacement of lock systems, hardware, and associated equipment. This includes work on various lock types, safes, security containers, access control systems, and emergency lockdown systems. A 24/7 emergency response capability is required.

• Geographic Coverage: Services are required within the National Capital Region (NCR - 70-mile radius of the Capital Beltway) and outside the NCR throughout the Continental United States and Puerto Rico.

• Performance Standards: Work must comply with current Diplomatic Security (DS) physical security standards. Routine work orders are to be completed within 5 workdays, while Project Work Orders require a negotiated timeline.

• Materials: Contractor shall provide all materials, tools, supplies, and equipment unless specified as Government Furnished Property (GFP). Contractor-furnished materials are to be invoiced at actual cost without markup.

• Contract Type: Time-and-Materials (T&M).

• Period of Performance: Base Period (Contract award date through 12 months after award) with four Option Periods of 12 months each, and a potential six-month extension.

• Proposal Submission: Due by 2:30 PM EST on June 26, 2026.

• Evaluation: Proposals will be evaluated using a best-value tradeoff process in three phases: Go/No-Go (Volume 1), Technical (Volume 2), and Price (Volume 3). Technical Approach and Management Approach are of equal importance and significantly more important than Key Personnel and Price.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for locksmith services to be performed for the Department of State (DOS), Bureau of Administration, Domestic Operations & Emergency Services Office, General Services Management Office (A/DOES/GSM). These services include the installation, maintenance, and repair of locks and associated hardware for various DOS facilities.

• The contractor will provide comprehensive locksmith services, including but not limited to:

  • Lock sets, hinges, closers, keys, combination locks, panic hardware, video intercom systems, electromagnetic and electromechanical locks, access control systems, remote releases, alarm annunciators, emergency lockdown systems, and ancillary repair components.
  • All work must comply with current Diplomatic Security physical security standards.
  • The contractor will provide all necessary materials, tools, supplies, and equipment, unless specified as Government Furnished Property (GFP).
  • Services will be performed at DOS facilities within the National Capital Region and within a 70-mile radius of the Capital Beltway (I-495).

• Security Clearances: Top Secret Facility Clearance (FCL) required; at least 50% of staff must maintain Final Top Secret clearances.

• Reporting: Weekly reports, bi-weekly meetings, monthly billing and backlog reports, daily activity logs.

• Transition: 30-day transition-in and transition-out periods are required.

• Deliverables: Include a Quality Control Plan, Staffing Plan, Health and Safety Program, and various reports as detailed in Exhibit 3.

• Travel: Reimbursable for work outside the Greater Washington Metropolitan Area, subject to COR approval.

• Materials: Invoiced at actual cost without markup; COR approval needed for materials over $100.

• Government Furnished Property (GFP): Includes shop space, equipment, and limited inventory items.

This document is a pricing and personnel sheet for RFP 19AQMM26R0244. Offerors are instructed to complete the yellow cells, providing unit prices for each CLIN (Contract Line Item Number). Extended totals will calculate automatically based on quantity and unit price. For CLINs designated as reimbursable, offerors must enter the proposed Not-to-Exceed (NTE) amount or unit price as applicable.

• CLINs: The sheet details various CLINs including PM Labor, different levels of Locksmith Labor (Expert, Specialist, Journeyman), Overtime for Specialist and Journeyman Locksmiths, Travel (inside and outside NCR), Material/Supplies (NTE 10%), Equipment, Shipping, and General & Administrative (G&A) costs (NTE 10%).
