Statement of Work (SOW) / Performance Work Statement (PWS)

To provide temporary lodging and laundry services for U.S. Coast Guard personnel during the USCGC HAMILTON (WMSL-753) drydock repairs and overhaul.

• Provide temporary lodging for 20 Coast Guard personnel within a 25-mile radius of FLETC, North Charleston, SC.

• Requirements include 8 single occupancy rooms and 12 double occupancy rooms.

• Lodging locations may be split between a maximum of two physical sites.

• Single occupancy rooms must have at least one bed; double occupancy rooms must have more than one bed. Temporary beds (e.g., pull-out sofas, cots) are not permitted.

• Provide laundry service for up to 20 personnel, including one large mesh laundry bag per member.

• Wash and fold laundry service once per week per member, assuming 10 lbs of laundry per member.

• Soiled laundry pickup and clean laundry delivery to the lodging facility.

• Lodging facilities must meet a minimum of three stars (Forbes/Mobil) or three diamonds (AAA) rating.

• Facilities must comply with the Hotel and Motel Fire Safety Act of 1990.

• Laundry service pickup and delivery frequency to be agreed upon with the COR.

• Lodging and laundry services: July 1, 2026, to November 1, 2026 (123 nights).

• Location: Within a 25-mile radius of Federal Law Enforcement Training Centers (FLETC), North Charleston, SC 29405.

• Lodging facilities must be accessible via internal hallways with locked exterior doors.

• Lobby must be manned 24/7 by an attendant.

• Facilities must include a full indoor laundry facility with 24/7 guest access.

• Access to a workout facility or fitness center (on-site or within a 0.5-mile walk).

• Internet access in all rooms.

• Weekly maid service and daily trash removal.

• Each room must have an iron, ironing board, refrigerator with freezer, conventional oven or microwave, kitchen sink, dry food pantry/storage, dining table/counter with chairs, and a personal belongings safe.

• Contractor must cover costs for 20 reserved parking spaces, which must be well-lit, signed, and video-monitored.

• Provide continental breakfast including: two whole fruits, three fruit juices, milk, two cereals, eggs, pancakes/French toast/waffles, and a breakfast meat.

Lodging:

• Lodging may be split between a maximum of two physical locations.
• Rooms must have at least one permanent bed (no pull-out sofas, cots, etc.).
• Facilities must meet Hotel and Motel Fire Safety Act of 1990 standards and be on the Master List.
• Facilities must have a minimum rating of three stars (Forbes/Mobil) or three diamonds (AAA).
• On-premises full indoor laundry facility with 24/7 guest access.
• On-premises or within 0.5 miles/5-minute vehicle commute, access to a workout facility.
• In-room amenities: Internet access, weekly maid service, daily trash removal, iron and ironing board, full bath, microwave, refrigerator, and personal safe.
• Room entrances accessible only via internal hallways with locked exterior doors, accessible from a 24/7 manned lobby.
• Reserve 20 well-lighted, marked, and video-monitored parking spaces, with costs covered by the contractor.

Laundry Service:

• Provide each member with one large mesh laundry bag (approx. 24"x36") with ID tag and drawstring.

• Provide wash & fold laundry services once per week for 20 members (estimated 10 lb. per member).

• Pick up soiled laundry from lodging and deliver clean laundry back.

• Clean laundry must be folded before return.

• Lodging and Laundry Services: Commence 27 MAY 2026 and continue until 18 AUG 2026 (83 nights for lodging, 84 days for laundry).

• Dates are estimated and may be modified based on dry dock availability.

• Compliance with Public Law 101-391 (Hotel and Motel Fire Safety Act).

• Adherence to Forbes Travel Guide (3-star) or AAA (3-diamond) rating standards.

• Contractor to cover parking costs.

• Coordination with the Contracting Officer's Representative (COR) for pick-up and delivery frequency.

• The document includes references to relevant rating criteria and fire safety act information websites.
