Performance Work Statement (PWS)

To provide comprehensive logistics and property management support services for the Naval Oceanographic Office (NAVOCEANO) at Stennis Space Center, MS, ensuring accountability, visibility, accuracy, and compliance for all accountable and non-accountable property.

• Property Accountability and Inventory Management: Conduct daily onsite support, technical and causative research for discrepancies, execute property accountability procedures, process disposal actions, report discrepancies, catalog and maintain property files, document property records, conduct root cause analysis, participate in property management meetings, and produce daily/monthly reports.

• Shipment and Validation: Conduct inventories of inbound/outbound shipments, process frustrated or lost shipments, and validate equipment.

• Property Action Requests (PARs) and Surveys: Maintain PAR records and review/validate DD Form 200 for lost, stolen, or missing assets.

• Code Asset Storage Program Management: Manage receipt, delivery, storage location, identification sheets, and database for the Code Asset storage program.

• Acceptable Quality Level (AQL): 98% for task performance (with timely correction of discrepancies), and 98% for accuracy and timeliness of deliverables (reports).

• Deliverables: Daily and Monthly Reports, Discrepancy Reports, PAR Documentation, Inventory and Shipment Documentation, Milestone/Schedule Development, Meeting Reports, and Quality Control Plan (QCP).

• Quality Control: Contractor must implement a Quality Control Plan (QCP) to prevent, detect, and correct defective services, ensuring compliance with directives and policies. The Government will conduct independent Quality Assurance (QA).

• Period of Performance: One (1) Base period of 12 months and four (4) 12-month option periods. The base period is anticipated from 01 April 2026 – 31 March 2027.

• Place of Performance: NAVOCEANO, Building 9134, and other NAVOCEANO buildings/offices at Stennis Space Center, MS. No travel is required.

• Personnel Qualifications: Computer proficiency (MS Office, Access), independence, professionalism, strong organizational, prioritization, and customer service skills, excellent communication skills, knowledge of major supply systems, analytical skills, proficiency in logistics computer applications, minimum six years of experience in causative research and record reconciliation, familiarity with Defense Property Software, NAVSUP policy knowledge, and problem-solving skills.

• Security: Controlled Unclassified Information (CUI) contract. Requires logical and physical access to NAVOCEANO facilities. Compliance with relevant security directives (2 CFR Part 117, SECNAVINST 5510.36B). Contractor personnel require identification badges and passes. Key control procedures must be followed.

• Government Furnished Resources: Government will provide facilities, equipment (computers, printers, etc.), utilities, and access to necessary information systems and data after security training and approvals. Contractor must maintain GFE in good condition.

Sources Sought Notice / Request for Information (RFI)

This notice is a Request for Information (RFI) / Sources Sought for planning purposes to gather market research on potential sources for Logistics and Property Management Support Services for the Naval Oceanographic Office (NAVOCEANO) at Stennis Space Center, MS. This is NOT a solicitation, and no contract will be awarded from this announcement. The government is seeking information to ascertain interest, capability, and capacity of potential businesses.

The contractor will serve as a Property Specialist and Inventory Control Point for the Code Asset Program and Approved Property System of Record (APSR) responsibilities. A draft Performance Work Statement (PWS) is attached, detailing specific services required.

• Contract Type: Anticipated to be Firm-Fixed-Price (FFP).

• Period of Performance: Estimated to commence around April 1, 2026, with one (1) 12-month base period and four (4) 12-month option periods.

• NAICS Code: 541614 (Process, Physical Distribution and Logistics Consulting Services), Size Standard: $20 million.

• PSC Code: R410 (Management Advisory Services – Support – Professional: Program Evaluation/Review/Development).

Interested parties should submit a capabilities statement (limited to 10 pages, 12pt font) addressing:

1. Full business details (name, address, POC, CAGE code).
2. Business size and category (Large, Small, 8(a), HUBZone, etc.).
3. Ability to be a prime or subcontractor, including subcontracting percentages and subcontractor types.
4. Details on how FAR clause 52.219-14 (Limitations on Subcontracting) would be met if it's a small business set-aside.
5. Contractor's ability to provide the services outlined in the draft PWS.
6. Estimated time to submit a proposal (technical, past performance, price).
7. Information on existing Government contract vehicles (GSA, SeaPort-NxG) if applicable.
