Quick Summary

The Defense Logistics Agency (DLA) Distribution anticipates issuing sole-source modifications to an existing Firm Fixed-Price contract (SP3300-20-F-1300) with Advantaged Solutions, Inc. (ASI) for Logistics Modernization Integration Support (LMIS). This action, justified under FAR 6.302-1, addresses critical facility and system updates at the New Cumberland, PA site. This is a Justification for Other Than Full and Open Competition and not a solicitation for proposals.

Purpose & Justification

The DLA intends to modify Delivery Order SP3300-20-F-1300, citing Advantaged Solutions, Inc. as the only responsible source capable of providing these requirements at this time. ASI is currently the general contractor on site, and introducing another vendor would add unwarranted complexity, increase costs due to multiple mobilizations, and complicate the integration of systems already being performed by ASI.

Scope of Work

The modifications to the existing contract include:

  • E-Stop Relocation: Relocating automated conveyor emergency stop buttons for improved visibility and accessibility.
  • Catwalk Repair: Repair or replacement of ceiling support frame anchors damaged by a forklift.
  • WES Design Gaps: Additional software development for the Warehouse Execution System (WES) to achieve fully integrated functionality, addressing issues with material weight data accuracy and freight consolidation logic.
  • Cybersecurity Support: Providing cybersecurity documentation support for the EDC AutoStore Fire Suppression System to meet current policies and statutes, including an Authority to Operate (ATO).
  • Revised Testing Approach: Implementing a revised testing approach to recover project schedule slip and meet a new Go-Live date, encompassing costs for Program Management, OCM & training, infrastructure & network support, and system integration & testing.

Contract Details

  • Contract Number: SP3300-20-D-0021/SP3300-20-F-1300
  • Contract Type: Firm-Fixed Price (FFP)
  • Contractor: Advantaged Solutions, Inc.
  • Set-Aside: Not applicable (Sole Source)
  • Place of Performance: New Cumberland, PA
