This attachment is crucial for bidders to formally register their company information and demonstrate their qualifications and experience relevant to the LRS-C requirements. Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines requirements for a Multiple Award Contract (MAC) vehicle to provide comprehensive logistics readiness and site-specific mission support services across the Air Force (AF) and Space Force (USSF). The goal is to establish a strategic sourcing contract vehicle for contracted logistics readiness support.

The contract covers six major Logistics Readiness Squadron (LRS) capabilities, to be defined further in individual Task Order PWSs:

• Material Management: Includes asset management, central storage, hazardous material handling, individual equipment, and flight service center operations.
• Traffic Management: Encompasses cargo and passenger movements, personal property, and deployment support.
• Vehicle Management: Covers fleet management, maintenance, repair, and accountability of government and leased vehicles.
• Fuels Management: Involves receipt, storage, and distribution of fuel and cryogenic products.
• Ground Transportation: Provides personnel and cargo movement, vehicle licensing, and dispatch services.
• Air Transportation: Includes operation of air freight and passenger terminals, mobility training, and aerial delivery operations.

Contractors must meet performance standards outlined in this PWS and individual Task Orders. Reporting includes Contractor Manpower Reporting Application (CMRA) annually and small business utilization reports semi-annually.

The MAC IDIQ will have a five-year ordering period (base plus four options). Performance will primarily occur at government facilities as defined in each Task Order.

• Program Management: Contractors must establish a management structure, maintain a Minimum Team Complement (MTC), and identify Key Personnel.
• Personnel: Employees must be trained, qualified, and able to communicate in English. Specific training and certification requirements will be detailed in Task Orders.
• Security: Compliance with various DoD and Air Force security directives is mandatory. Facility and Personnel Security Clearances (FCL/PCL) may be required based on Task Order requirements.
• Environmental & Safety: Adherence to OSHA, EPA, and other safety and environmental regulations is required.
• Contingencies: Contractors must be prepared for 24/7 operations during surge requirements, exercises, or declared emergencies.

Request for Information (RFI)

This RFI seeks information from industry capable of providing Logistics Readiness Squadron Capabilities (LRS-C) services as a prime contractor for Air Force Logistics Readiness Squadrons (LRS) on an enterprise services contract. The Air Force Installation Contracting Command (AFICC) is considering a strategic sourcing/enterprise contract vehicle to potentially support all Air Force bases, including surge support. The anticipated contract type is a Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) with task orders.

Attachment 1 contains a draft Performance Work Statement (PWS) detailing the main technical/task requirements for LRS-C services across 6 functional areas. This RFI is a follow-up to a previous RFI posted in April-May 2025, with the draft PWS providing more detailed task requirements.

• Contract Type: Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ).
• Ordering Period: Anticipated 5-year ordering period.
• Task Order Period of Performance (PoP): 1 to 5 years per task order.
• Performance Location: At one or more installations.

Vendors are requested to submit detailed information regarding their capabilities and capacity to satisfy the draft PWS requirements. Responses should not reiterate PWS language but provide specific details on company capabilities and relevant past performance (government or commercial). Submission requires completing Attachment 2 (Company Response) and any additional supporting information.

Responses are encouraged from Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. Information regarding joint venturing (JV) or partnering plans to meet requirements is also requested.
